We strive for excellence in financial and economic management to improve the lives of all Victorians.The Portfolio Analysis Group (PA) plays a key role in the delivery of the State Budget, monitoring financial and non-financial performance by Departments and assisting Departments to manage a variety of budget issues and pressures. It also provides advice on departmental and agency reviews and provides Budget advice to Cabinet and Cabinet sub-committees. PA's working environment is dynamic and fast paced and requires flexibility and adaptive approaches from its staff as work in PA often includes working across a range of portfolio issues and products.About the roleAs a Director of Portfolio Analysis, you will provide advice to Government on department-specific and other Budget policy and resource management issues, including for the annual State Budget and financial reporting.Key accountabilitiesThis position has the following responsibilities:Providing advice to Government on department-specific and other Budget policy and resource management issues, including for the annual State Budget and financial reportingBuilding and maintaining effective relationships within the Department of Treasury and Finance and with other departments and portfolio agenciesLeading improvements in the provision of high-level analysis and advice to Government and senior management on budget-wide issues including implementing reform initiativesLeading a team, including mentoring, coaching and managing the professional development of staffWorking collaboratively with other executive officers to manage the group's staff and deliverables and implementing strategies to build group capabilityAbout youHighly developed conceptual and analytical skills including a record of achievement in the provision of strategic advice and financial analysis to senior management or governmentProven ability to contribute innovatively to fiscal, resource allocation and/or service delivery policy, processes and reform directionsExcellent communication and interpersonal skills including an ability to distil and communicate complex issues with significant implicationsDemonstrated ability to build productive relationships with stakeholders and strong negotiation skillsProven ability to develop effective working relationships, lead and motivate a team of professionals and create a positive workplace cultureExperience and qualificationsA strong background in the provision of advice to senior management and other clients, development of policy and financial analysisExperience in implementing strategic initiatives in a complex policy and financial environment to achieve outcomes consistent with business objectivesExtensive experience in public administrationExperience leading a team and working as part of a senior management groupAbout our cultureWe aim to be a model employer providing an inclusive workplace that is understanding and respectful of differences such as gender, identity, race, disability or age.
