Responsibility 1: PROCUREMENT OPERATIONS MANAGEMENT

Manages the procurement process and efficient conversion ofPR to PO.

Tasks:
* Manages and supervises Procurement Staffs activities inthe region.
* Reviews PRs submitted for processing through SAP, checkscompleteness of item specifications and documentary requirements and assigns them to the responsibleBuyer.
* Monitors status of PR's assigned based on the agreed leadtime.
* Reviews/evaluates Award Endorsements, Purchase Orders,Notice of Award and contracts prepared by the responsible Buyer, based on the approved PR'sspecifications, delivery/completion period, quantity, approved budget and chargeable Cost Center.
* Coordinates with the other functional groups in resolvingconcerns/issues and acts as the Corporation's representative in negotiating contracts withsuppliers/contractors.
* Endorses for approval the reviewed POs, AwardEndorsements, Notice of Award and contracts including attachments such as approved SAP PR screenshot, Bidders'Quotations, End-user's Technical Evaluation, List of Prospective Bidders and Invitation to Bid/RFQ.
* Monitors and records approval of endorsed POs/NOAs.
Responsibility 2: COMPLIANCE TO POLICIES AND PROCEDURES

Supervises and monitors compliance with the General SupplyChain Manual (GSCM) and other related policies and guidelines.

Tasks:
* Reviews submitted PRs/TORs in compliance to procurementpolicies and procedures.
* Ensures smooth flow of procurement process through athorough review of submitted Award Endorsements (AEs), Purchase Orders (POs) and Notice of Awards (NOAs).
* Monitors the accomplishments of direct reports inconformance with the procurement policies and procedures.
Responsibility 3: INNOVATIONS AND IMPROVEMENTS

Supports the various projects of the Corporation in theimprovement of Procurement System

Tasks:
* Provides inputs to further enhance the innovationsrelated to SCMG internal processes/systems.
* Ensures continuous assistance in the improvement ofexisting procedures/systems.
Responsibility 4:SUPPLIER MANAGEMENT SUPPORT

Leads the Division in supporting the Systems and StandardsDivision in the Vendor Database Build-Up.

Tasks:
* Leads the Team in locating vendors of materials,equipment, services and supplies and interviews them in order to determine product availability and terms of sales.
* Coordinates with the Systems and Standards Division - SCMGregarding the Suppliers'/Contractors' Accreditation application, updating of Financial Statementsand accreditation categories.
Responsibility 5: PEOPLE MANAGEMENT AND DEVELOPMENT

Monitors and manages direct reports to uphold company rules, regulations and code of conduct (COC). Defines and implements initiatives relative to personnel developmentand career goals. Outlines objectives, expectations and timeframes on the delivery of outputs.

Tasks:
* Monitors compliance of personnel to corporate policies,guidelines and COC.
* Monitors administration workflow and constantlyidentifies areas of opportunity for process improvement.
* Determines/recommends the appropriate trainings ordevelopment programs of direct reports.
* Manages deliverables of direct reports and ensures thatcommitments/targets/projects are realized in accordance with the approved plan/budget/timeline.
* Oversees regular submission of progress reports/programstatus to the Management, ensuring timeliness and accuracy.
* Communicates clearly and manages deployment of resourceseffectively to ensure efficient delivery of targets and work outputs.
Responsibility 6: SAFETY AND QUALITY MANAGEMENT

Ensure that activities are fully compliant with NGCPsafety/quality standards.

Tasks:
* Complies with applicable regulations and NGCP standardson safety and quality.
* Strives for the continuous improvement of NGCP processesnecessary for the achievement of corporate objectives.
* Ensures adherence to information security and businesscontinuity-related policies.
* Upholds corporate policies and guidelines.
Requirements:
* Bachelor's Degree in Business or any related 4-year course
* Four (4) Years of Relevant Experience
* One (1) to Two (2) Years of Managerial Competence
