The City and Environment Directorate (CED) is leading the way in creating smarter, more connected services for our community. As part of this mission, we are delivering a new eDevelopment system to transform how development applications and building approvals are managed across the ACT.

We are seeking a Learning and Development Manager to play a pivotal role in this exciting program. This is your opportunity to design and deliver inclusive, innovative training solutions that empower stakeholders across government, industry, and the community.

What you will do

Assess capability needs and design targeted learning programs that support organisational change.
Develop and deliver engaging training experiences using blended learning approaches.
Facilitate workshops and capability-building activities for diverse stakeholder groups.
Create and maintain high-quality learning resources aligned with governance frameworks.
Champion ACT Public Service (ACTPS) values and promote equity, diversity, and inclusion in all learning initiatives.

What we are looking for

Demonstrated experience in evaluating training needs and designing inclusive learning solutions.
Expertise in instructional design, adult learning principles, and accessibility standards (e.g., Web Content Accessibility Guidelines (WCAG)).
Strong stakeholder engagement and facilitation skills.
Ability to manage complex training programs and deliver outcomes in a fast-paced environment.

Eligibility/Other Requirements

Applicants must be eligible to work in Australia. Visa holders may apply; those with eligible visas may be considered for employment for the duration of their visa.
Tertiary qualifications in Education, Adult Learning, or Training and Assessment are desirable.
Certifications in Instructional Design and eLearning Design are highly regarded.
ACT or Federal Government experience is highly desirable.
The position does not require a pre-employment medical or a Working with Vulnerable People Check.

City and Environment Directorate was established on the 1 July 2025. This new directorate is an amalgamation of positions previously advertised under Environment, Planning and Sustainable Development Directorate and Transport Canberra and City Services Directorate.
