Senior Policy Officer, Ministerial Coordination and Advice * Salary: $113,002 - $136,747 (Plus superannuation) * Ongoing position * Usual hours of work: Full time (flexibility may be available) * Usual work location: 121 Exhibition Street, Melbourne VIC 3000 (flexibility may be available) The Role Reporting to the Manager, Ministerial Coordination and Advice, this position supports the department's governance and ministerial operations. It provides authoritative advice on administrative policy and supports the delivery of ministerial functions, ensuring alignment with departmental obligations, protocols and procedures. This role assists with project coordination for departmental initiatives such as the Public Accounts and Estimates Committee (PAEC), oversees key documentation and communication, provides policy advice on matters related to government administration and ministerial services. The role also contributes to business continuity planning across Government and Parliamentary Services functions. It assists with the coordination of ministerial requests and supports the department's responsiveness during ministerial changes and high-peak periods. Main accountabilities: * Provide authoritative advice to the department on administrative policy and guidelines related to Government and Parliamentary Services business functions. * Provide project coordination support to the PAEC Project Manager by managing timelines, communication, overseeing project documentation and administrative project tasks. * Coordinate the department's intergovernmental relations responsibilities and maintain effective communication with central agencies. * Support business continuity across Government and Parliamentary Services functions by maintaining processes, procedures and assisting with continuity planning during periods of disruption or high demand. * Demonstrated ability to implement, interpret and provide advice on policies, guidelines and protocols, coordinate requests and provide project coordination support during ministerial changes. * Provide support across the Strategy, Performance & Governance Branch as required. The Team The position of Senior Policy Officer, Ministerial Coordination and Advice forms part of Strategy, Performance and Governance Branch which sits within Corporate Services Group. The Corporate Services group consists of specialist functions including strategic communications, finance, investment and procurement, performance and governance, legal and legislation, people and culture, information technology and workplace services and emergency management. These functions enable the department to operate efficiently and effectively and support the Secretary and Ministers to meet legislative obligations and responsibilities whilst actively supporting the department's portfolio groups and Ministers to create the conditions for growing Victoria's prosperity, building the productive capacity of our economy, and increasing participation. The Strategy, Performance and Governance Branch objective is to continuously uplift the efficiency and effectiveness of the Corporate Services Group and the department. The branch does this by driving a program including strategic projects, departmental frameworks and key programs of operational activities aimed at enhancing the performance of Corporate Services Group and the department. The branch enables high-quality reporting, strategic and business planning to facilitate effective oversight and informed decision making across the department. About You To be successful in this role, you will have the following main skills and experience: * Technical experience: Demonstrated expertise in implementing, interpreting and providing advice on policies, guidelines and protocols, with a proven ability to manage ministerial requests, maintain high documentation standards and provide effective support during ministerial transition periods. * Planning and organising: Sets clearly defined objectives and priorities and operate accordingly, reviewing and adjusting as required; identifies processes, tasks and resources required to achieve a goal; establishes systems and procedures to guide work and track progress; recognises actual and potential barriers and finds effective ways to deal with them. * Influence and negotiation: Gains agreement to proposals and ideas; builds behind- the- scenes support for ideas to ensure buy-in and ownership; uses chains of indirect influence to achieve outcomes, for example, ‘gets A to show B so B will tell C'; involves experts or other third parties to strengthen a case. * Service excellence: Identifies and responds to clients' underlying needs; uses understanding of the client or stakeholder's organisational context to tailor services and ensure a high-quality response; looks beyond the obvious to provide outstanding levels of service; constructively deals with service issues that arise in a timely manner; effectively manages risks to service delivery. * Written communication: Prepares complex briefs, letters, emails and reports using clear, concise and grammatically correct language; edits written communications to ensure they contain the information necessary to achieve their purpose and meet audience needs; ensures appropriate style and formats are used.
