About the role: This position is a Fixed-Term, Full-time role from 1 January 2026 to 30 June 2028. The Senior Business and Policy Analyst (CSE)drives the development of policies, procedures and guidelines necessary to support the Victorian health information sharing (CareSync Exchange program) initiative implementation at participating Victorian public health services. The CareSync Exchange program will support more connected care and better patient outcomes across Victorian Public health services. Reporting to the Health Information Sharing (HIS) Privacy and Policy Lead, this role will undertake the following: * Development of policies, procedures and guidelines to support the department's operationalisation of CareSync Exchange. * Support the delivery of the CareSync Exchange compliance and assurance framework and associated reporting. * Engage with Victorian public health services to support their implementation of local policies, procedures and processes that operationalise the safe, effective, and appropriate use of CareSync Exchange. * Train and onboard Victorian public health services to use the CareSync Exchange audit reporting solution for monitoring and auditing activities. * Participate in project meetings, working and advisory groups and other forums, as required. About you: The Department of Health is seeking a skilled and motivated Senior Business and Policy Analyst to contribute to the design, delivery and continuous improvement of key initiatives across Victoria's health system. This role plays an integral part in supporting evidence-based policy and program development to strengthen system performance and health outcomes for all Victorians. As a Senior Business and Policy Analyst, you will provide high-quality analysis and advice to inform strategic and operational decision-making. You will research and interpret complex data, identify trends and challenges, and develop practical, innovative solutions that respond to evolving health system needs. Your ability to communicate complex ideas clearly and persuasively will be essential in shaping effective policies and influencing stakeholders across government and the health sector. You will work collaboratively with colleagues, partners and stakeholders to ensure a coordinated approach to policy and program delivery. Your interpersonal skills will enable you to build trust and understanding, navigate diverse perspectives, and achieve positive outcomes that balance organisational objectives with community needs. The successful candidate will demonstrate strong capabilities in verbal communication, interpersonal skills, influence and negotiation, and problem solving. You will confidently engage with stakeholders at all levels, manage sensitive and complex issues with professionalism, and apply sound judgement to develop solutions that are both strategic and practical. Mandatory * Well-developed interpersonal skills and demonstrated ability to build constructive and effective relationships across a broad range of stakeholders including technical, clinical, consumer and executive decision makers. * Prior involvement in large scale digital or IT initiatives, ideally with a focus on data governance, regulatory or privacy. * Minimum of 5 years in operational policy development and/or project management experience. * Prior involvement and experience in projects within the Victorian Public Service or Victorian Public Health Sector. * Health care sector knowledge and experience. Desirable * A relevant tertiary qualification in a healthcare, business, analysis, or government related field (public policy, law) is desirable. On a personal level, the candidate will be an articulate and perceptive communicator who builds genuine relationships, navigates complex negotiations with tact and influence, and applies strong analytical and problem-solving skills to develop practical, well-considered solutions that deliver positive outcomes.
