Reporting directly to the CEO, you will provide strategic and operational leadership of the People & Culture function across CDC NSW. You will be responsible for setting and delivering a people strategy that aligns to our National strategy and supports operational performance, safety, culture and commercial outcomes.
You will lead a multi‑disciplinary team across Employee Relations, Industrial Relations, Recruitment, Payroll and Learning & Development, ensuring a compliant, integrated and effective end‑to‑end employee lifecycle.
As a trusted executive advisor, you will influence at the highest levels and play a critical role in workforce planning, enterprise bargaining, leadership capability, organisational change and culture.
Key Responsibilities Include
* Lead the People & Culture strategy aligned to CDC NSW's operational and commercial priorities and our contract with TfNSW
* Provide leadership and accountability across industrial relations, union engagement, enterprise agreement negotiations and performance management through a specialist team and in partnership with executive leaders and key stakeholders.
* Set and drive the talent acquisition strategy, ensuring attraction, selection and onboarding approaches meet current and future workforce needs
* Ensure compliance with employment legislation, industrial instruments, payroll obligations and internal policies
* Drive the development and continuous improvement of People & Culture policies, frameworks, systems and processes
* Embed sustainable change into the business through effective change management, capability uplift and process improvement
* Build and lead a high‑performing People & Culture team with clear expectations and strong engagement
* Drive leadership development, learning and workforce capability across the organisation
* Deliver meaningful people insights, metrics and reporting to support executive decision‑making
* Partner with leaders to identify operational risks and ensure strong alignment with health, safety and wellbeing outcomes
About You
You are a seasoned People & Culture executive with strong commercial acumen and the confidence to operate in a highly unionised, operational environment. You are respected for your integrity, judgement and ability to influence across executive, operational and union settings.
You Will Bring
* Tertiary qualifications in Human Resources, Industrial Relations, Business, Law or a related discipline
* Extensive knowledge of Australian employment legislation and industrial relations frameworks
* Demonstrated senior leadership experience leading a multi‑disciplinary People & Culture or HR function
* Proven experience in industrial relations, enterprise bargaining and union engagement
* Strong capability in organisational change, culture transformation and executive advisory
* A decisive, resilient and outcomes‑focused leadership style
