**POSITION TITLE**:Manager Community Services

**DATE APPOINTED:
**Position Objectives**:
- To provide effective and efficient day-to-day management of the Community Services
functions and staff, in accordance with Council's policies and strategic objectives.
- Provide assistance and support to the Director Development & Community to deliver and
achieve the Department and Council's strategic objectives, and enhance the interest of
Council in the Community.
**Key Responsibilities**:
- Assist and support the Director Development & Community in providing leadership and
effective management of the Community Services staff.
- Develop and sustain a team environment that supports delivery, achievement and
collaboration.
- Actively participate in the development and delivery of the strategic direction of Council and
the achievement of the Department and Council's set strategic objectives.
- Oversee the implementation and delivery of actions and activities within Council's Strategic
Plan and other plans relevant to Community Services.
- Overseeing the general administrative functions of the Community Services operations, and
identification of opportunities for improved efficiency, quality and service delivery.
- To provide the Director Development & Community and Council with sound and informed
advice on matters relevant to the Community Services areas of the business.
- Encourage, promote and develop a culture of continuous improvement, with a focus on best
practice.
- Ensure effective and proactive communication with other Government bodies, organisations
and Councils.
- Assist the Director Development & Community in representing Council on various Committees.
- Develop effective relationships between Council and other key stakeholders and liaise with
external bodies and sources on key issues, as required.

- Assist in managing annual performance reviews, which include training and development
needs.
- Assist in recruiting, selecting and inducting effective and competent employees in accordance
with Council's recruitment and selection guidelines.
- Other duties within the scope of the position and as directed by the Director Development &
Community.
Within all the Departments:
- Work as part of the team to ensure the efficient and effective functioning of the Department.
- Liaise with internal and external parties on matters associated with the Department.
Within the Organisation:
- Liaise with other staff on work matters to ensure teamwork is fostered throughout the whole of
the Organisation.
- Create and maintain effective working relationships with staff, management and Elected
Members.
**Requirements of the Position**:
**Qualifications**:
- A tertiary qualification in a relevant discipline, or extensive relevant experience which
demonstrates the ability to undertake the position.
- Department for Human Services Working with Children Check (WWCC).
- National Police Check.
- Child Safe Environment Certificate (Mandatory Notification equivalent).
- First Aid Certificate.
- Current Class C driver's licence.
**Experience**:
- Extensive experience in Community services, engagement and development of community
focused programs, preferably in Local Government.
- Proven experience at a management level, and with developing and leading teams and
fostering team dynamics to deliver strategic objectives.
- Demonstrated experience in driving innovation and identifying opportunities for improvement
and efficiency in delivery.
- Experience in the development of strategic and operational plans.
- Experience in financial reporting and budget management.

- Experience in working with diverse community groups, including Aboriginal and Torres Strait
