About the Opportunity
We're seeking an exceptional Manager, Property Services – a senior, enterprise‐minded leader who can shape the long‐term future of our city's property, commercial and cemetery portfolios. As the Manager, Property Services, you'll lead a high‐performing team responsible for the planning, management and optimisation of the community and commercial assets that support our City's long‐term needs. Your work will have a tangible and lasting impact on how we grow as a resilient, sustainable and inclusive community.
Based at the Brighton Civic Centre, moments from the coast, this role offers purpose, influence and the chance to make a visible and meaningful contribution every day.
This is a fixed term position until 2029.
What You'll Do
* Provide high‐level guidance and governance over Council's property, commercial and cemetery portfolios.
* Lead strategic planning for property assets, ensuring alignment with Council's long‐term vision, community needs and financial sustainability objectives.
* Oversee tenancy management and building maintenance programs, ensuring full compliance with relevant service requirements, legislation, policy and standards.
* Integrate property strategy, facilities management and project delivery ensuring they operate cohesively to achieve organisation‐wide outcomes.
* Support and influence strategic asset management planning, contributing to medium and long‐term capital renewal and upgrade programs.
* Lead and report on strategic property matters, including assessing proposals and guiding discussions that shape Council property development.
* Build strong relationships with internal stakeholders, Elected Members, partners and the community through effective engagement and communication.
* Ensure projects meet compliance, are accurately scoped, costed, procedurally managed and delivered through effective contract, risk and project management frameworks.
* Provide specialist property advice to senior leaders, staff and key stakeholders across Council.
What We're Looking For
* Extensive experience in property leadership with a deep understanding of the strategic, regulatory and commercial complexities of the sector.
* Enterprise level leadership capability – someone who sees the bigger picture, connects property decisions to organisational strategy, and plans for medium and long‐term outcomes.
* Proven ability to lead across facilities management, project management, and property strategy development – ideally with experience integrating these functions.
* A collaborative leadership style that empowers teams, builds strong relationships, and strengthens organisational capability.
* Tertiary qualification in a relevant discipline and/or significant experience in a similar role.
* Experience mentoring and managing people, with strong resource, contract and budget management capabilities.
* Demonstrated ability to improve processes, drive innovation and elevate service quality.
* Strong communication, negotiation, analytical and problem‐solving skills.
* A sound understanding of relevant legislation, standards and regulatory frameworks.
* Experience with TechnologyOne systems (desirable).
