The Organisation
The Department of Biodiversity, Conservation and Attractions (DBCA) works to conserve Western Australia's biodiversity, cultural and natural values and delivers world‐recognised nature‐based tourism and recreation experiences. DBCA's diverse portfolio includes Biodiversity and Conservation Science, Parks and Wildlife Service, Botanic Gardens and Parks Authority, Rottnest Island Authority, Zoological Parks Authority, and Strategy and Governance. Our workforce partners with Traditional Owners, communities, industry and government to deliver lasting environmental, social and cultural outcomes.
The People and Culture Directorate and The Roles
DBCA has recently established a new People and Culture directorate, introducing a contemporary service delivery model designed to strengthen workforce capability, culture and performance across the Department and its associated authorities. The new model is people‐focused, business‐aligned and outcomes‐driven, bringing together:
* Strategic HR business partnering.
* Centres of excellence.
* Streamlined, fit‐for‐purpose workforce services.
* A strong focus on capability, culture and performance.
To support the successful implementation of this model, DBCA is seeking three highly capable Assistant Directors to form the senior leadership team of the People and Culture directorate. These roles are suited to experienced HR leaders from the public or private sector who are motivated by leading change, building strong teams and delivering practical, high‐quality people outcomes.
Working closely with the Chief Human Resources Officer, these roles form the senior leadership spine of the People and Culture directorate and are central to delivering the Department's workforce reform agenda. Each Assistant Director will be a key member of a cohesive, collaborative leadership team that models DBCA's values, supports leaders through change, and delivers practical, people‐centred outcomes that strengthen capability, culture and organisational performance.
Assistant Director – Employee Relations and Safety
The Assistant Director Employee Relations and Safety will provide senior leadership and strategic direction across employee relations, industrial relations, work health and safety, and wellbeing within the new People and Culture model. This role is a key change leadership position, responsible for strengthening governance, uplifting capability and embedding contemporary practices that support a respectful, safe and values‐driven workplace. The position plays a critical role in aligning behavioural expectations, wellbeing initiatives and risk management frameworks to support workforce integrity, trust and sustainable performance.
The role works in close partnership with business leaders, HR Business Partners and other Centres of Excellence to support consistent decision‐making, early intervention and positive workplace outcomes during a period of organisational change.
Assistant Director – People Strategy and Capability
The Assistant Director People Strategy and Capability leads DBCA's Centre of Excellence, providing strategic leadership for people strategy, organisational development, workforce capability, culture and HR business partnering. This role is central to implementing the new service delivery model and embedding a strong, future‐focused people agenda. It ensures workforce initiatives are aligned to business priorities and grounded in evidence‐based insights, enabling leaders and teams to respond effectively to changing operational demands.
The position plays a key role in shaping organisational culture, strengthening leadership capability and driving high‐performance behaviours across the Department, supporting delivery of DBCA's strategic objectives in a complex and evolving environment.
Assistant Director – Workforce Services
The Assistant Director Workforce Services provides senior leadership and strategic oversight of DBCA's workforce services function within the new People and Culture service delivery model, encompassing recruitment and establishment management, remuneration and benefits, and core workforce administration.
With a strong focus on service excellence, digital transformation, efficiency and continuous improvement, this role leads the transformation of workforce services to be more streamlined, customer‐focused and digitally enabled. The position plays a vital role in ensuring accurate, compliant and timely people services while supporting workforce attraction, retention, integrity, diversity and inclusion. As a change leader, the role helps embed new processes and ways of working that enable high‐performing teams and a positive employee experience.

Selection Criteria

Interviews are expected to be held during the week commencing 20 April 2026 and the week commencing 28 April 2026. Shortlisted applicants will be required to attend interviews in person.
