The opportunity
As the EL1 Director, Procurement at the Australian National Audit Office (ANAO), you will provide strategic leadership and stewardship of the agency's procurement function, ensuring strong governance, probity and value for money outcomes. Operating at an enterprise level, you will provide specialist advice to senior leaders and embed best practice procurement capability across the organisation. This is a permanent opportunity offering the chance to influence agency wide outcomes in a values driven public sector environment.
As the EL1 Director, Procurement, you will:
• Lead and continuously improve the ANAO's procurement framework, policies and contract management arrangements;
• Provide strategic, specialist procurement advice on complex, high risk or high value activities;
• Oversee complex procurements and contract management activities, ensuring sound governance, probity and risk management;
• Manage procurement and contract reporting obligations, supporting transparency and accountability;
• Build organisational procurement capability through mentoring, education and guidance to business areas;
• Manage the Professional & Associated Services Panel and act as the primary procurement contact point;
• Build and maintain strong relationships with internal and external stakeholders;
• Monitor developments in the procurement environment and provide evidence based advice to the Senior Director of Procurement; and
• Represent the ANAO in APS procurement forums and communities of practice.
This position is well suited to an individual who enjoys addressing complex procurement challenges and is dedicated to upholding transparency and achieving value for money in government procurement processes.
Please note:
• All ANAO positions are based in Canberra and support flexible working arrangements, including hybrid work between the office and home, subject to agreement with the manager.
• There is an immediate vacancy to fill however a merit pool may also be created from this activity that may be used to fill similar vacancies for a period of 18 months from the date of advertising.
Who we are looking for
We are seeking an experienced and highly motivated procurement leader who thrives in complex environments and is committed to making a meaningful contribution to public sector outcomes. You will bring sound judgement, strong analytical capability and a commitment to quality, particularly in settings where governance, probity and transparency matter.
Drawing on your extensive experience in Australian Government procurement, you will provide strategic and practical advice, ensure compliance with Commonwealth Procurement Rules, and drive value for money outcomes across the agency. You will operate confidently at the enterprise level, supporting senior leaders while building procurement capability and maturity across the agency.
To be successful in this role, you will demonstrate:
• Technical Leadership and Strategy – Demonstrated experience leading end-to-end procurement and contract management activities, including people leadership. You will have a strong track record of establishing and maintaining fit-for-purpose frameworks, ensuring compliance with Commonwealth Procurement Rules and delivering value for money outcomes.
• Analysis, Problem Solving and Judgement – Well-developed ability to analyse complex and sensitive issues, anticipate risks, emerging challenges, identify opportunities for improvement, and contribute to the development and implementation of effective strategies, policies and solutions.
• Effective Communication – Strong written and verbal communication skills, with the ability to clearly prepare high-quality procurement documentation, reports, and briefings, and to clearly articulate advice and recommendations to senior executive stakeholders with credibility and influence.
• Stakeholder Engagement and Collaboration – Proven ability to build and sustain productive relationships with a diverse range of internal and external stakeholders. You will work collaboratively across the agency, providing trusted, specialist procurement advice, and supporting business areas to achieve strategic objectives.
• Integrity and Adaptability – A strong commitment to APS values, demonstrating high ethical standards, sound judgement and professionalism. You will show resilience in managing competing priorities, adapt effectively to change, and maintain performance in a fast-paced and evolving environment.
Essential experience and qualifications
• While no mandatory qualifications apply, a Certificate IV or Diploma in Procurement and Contracting is highly desirable.
• Prior experience working in government procurement is essential.
• A strong understanding of procurement legislation, policy and frameworks is required (e.g., CPRs, internal procurement frameworks).

Citizenship – To be eligible for employment with the ANAO, applicants must be an Australian citizen.
Security Clearance – The Australian community requires the highest level of integrity from ANAO employees. The preferred applicant will be required to obtain and maintain a security clearance at the Baseline level.
