About the team –

The Portfolio and Financial Services section sit within the Technology Group of the Australian Sports Commission. The Team oversees the Technology Group's program management processes and the delivery of complex technology projects across the organisation and sporting system. The team has responsibility for managing the financial elements and components of the Groups ITSM lifecycle including technology project budgets and project governance functions of the Group.

About the role –

To be eligible for this secondment opportunity, the successful candidate will need to be a current APS employee.

Reporting to the Assistant Director, Portfolio & Financial Services, you will support the effective management of procurement activities, contracts, suppliers, and IT asset management across the Technology Group.

This role is central to delivering accurate, timely, and actionable financial and resource insights to support strategic decision-making across technology projects, procurement, and supplier engagements.

You will oversee the IT Asset Management Lifecycle, ensuring efficient procurement, tracking, usage, and disposal of IT assets in line with ASC policies and environmental standards. This includes maintaining accurate inventory records, conducting audits and stocktakes, and developing robust process documentation.

A critical part of your role involves engaging and collaborating with a wide range of internal and external stakeholders, including project managers, technology leads, procurement teams, finance partners, and third-party suppliers, to ensure alignment, accountability, and value delivery across all financial and asset-related activities.

In this role you will:

* Manage procurements, acquisition and contracts in line with ASC process principles of; plan and procure, scoping, procurement method, approach to market, evaluation, procurement, and management.
* Work proactively with ASC teams to provide advice and support for the effective management of technology license and services agreements.
* Manage and negotiate IT contracts, software/service licensing and IT asset management and commercial relationships.
* Maintain accurate asset and licensing records and inventory, including conducting regular inspections, assessments and risk analysis, managing acquisitions, disposal and maintenance.
* Develop and implement asset management strategies that govern the full lifecycle of IT assets, from procurement and deployment to retirement and disposal. In line with policy and sustainability goals.
* Maintain accurate records of hardware and software assets, including purchases, licenses, and contracts, ensuring compliance with internal controls and audit requirements.
* Partner with IT teams to forecast asset-related budgets, identify procurement needs, and support environmentally responsible asset acquisition and disposal.
In addition, actively promote and role model the ASC values of Excellence, Integrity, Respect and Teamwork, and contribute to positive organisational change, effective communication, and continuous improvement at the ASC.

About you –

Our ideal candidate must be an experienced procurement and contract management specialist. You will have a strategic mindset with an eye for detail and the ability to undertake procurement functions, supplier engagement and IT asset management within a Government or technology environment.

The successful candidate will have experience:

* Managing and negotiating IT contracts, software/service licensing and IT asset management and commercial relationships.
* Undertaking procurement functions within a Government or technology environment.
* Experience undertaking financial and contract management activities in organisation systems such as TechOne, SAP, Concur.
* Strong ability to interpret, apply, and navigate legislative frameworks and procurement policy requirements.
* Highly developed skills in managing competing priorities, risk, and strategic planning.
* Excellent communication, negotiation, and relationship management skills.
* A proactive, continuous improvement mindset with a focus on achieving practical, high-value outcomes.

Highly desirable capabilities include:
* Relevant qualifications in procurement, contract management, or related discipline.

This position is offered as a SECONDMENT position until 30 June 2027 with the possibility of being extended or made ongoing.

Eligibility

To be eligible for this position applicants must be currently employed by an APS Department / Agency as an APS employee.

Applicants are required to be Australian citizens only and must be able to obtain and maintain an AGSVA Security Clearance.
As part of the Commonwealth Child Safety Framework the ASC is committed to being a Child Safe Organisation and leading the way in Child Safety across the sports sector. This position requires a Working with Vulnerable/Children People check to obtain employment.
