Organisational Context
east Victoria across an area of 20,000 square kilometres. The service delivery area is bound by Corryong, Yarrawonga,
Benalla and Dartmouth. We operate 21 water treatment facilities and 22 wastewater treatment plants that service most
towns across the region. Over 200 full time equivalent staff are employed at our centres in Wodonga, Wangaratta, Benalla,
Yarrawonga, Corryong, Beechworth, Mount Beauty and Myrtleford.
Our operations are overseen by the Department of Energy, Environment and Climate Action (DEECA) on behalf of the
Minister for Water, and the Department of Treasury and Finance (DTF) on behalf of the Treasurer. We continue to invest in
innovative and long-term capital projects which contribute to the health and well-being of current and future generations.

Position Objectives
The Team Leader Infrastructure Planning:
* Leads the planning of efficient, smart, high performing and integrated water and wastewater assets.
* Provides strategic engineering and technical advice on water and wastewater infrastructure to ensure
informed decisions regarding long-term urban water and wastewater needs.
* Leads the prioritisation of the rolling 10-year capital works program.
* Leads the analogous 10-year infrastructure planning program to ensure that planning is undertaken in
sufficient time to deliver the scheduled capital works.
* Works closely with the Infrastructure Strategy and Capital Delivery teams to ensure an effective transition
of infrastructure projects from strategy to planning, and from planning to capital delivery.
* Plays a leading role in building and maintaining key stakeholder relationships.
* Provides authentic leadership, direction and management to a team of planning engineers to ensure
continuous improvement and development of a high-performance culture.
Key Responsibility Areas
* Managing the team and engineering contractors to deliver the water and wastewater infrastructure
planning program, which will include projects such as:
o Master plans for water and wastewater for towns
o Infrastructure feasibility assessments
o Concept and functional designs
o Securing land and relevant approvals for the project to progress to the Capital Delivery team
(which undertakes detailed design and construction)
o Business cases to secure funding.
* Leading the updates to a rolling 10-year Capital Program of works based on the Master Plans and the
long-term financial model, which is updated to reflect renewals, growth, safe drinking water, legislation
changes, reducing our carbon emissions, and environmental compliance requirements.
* Providing engineering and technical advice on a range of matters including land development inquiries,
proposed infrastructure, and alterations to
* Ensuring infrastructure planning programs and projects managed by the team, including those
outsourced to engineering consultants, comply with relevant internal policies, framework and processes.
* Ensuring engineering and project management are practiced from a basis of sound knowledge, in
accordance with legislations, codes of practice, regulatory and statutory obligations, standards and
industry accepted best practices.
* Ensuring that infrastructure planning remains informed and aligned with business needs by liaising with
internal and external stakeholders, undertaking regular reviews, and reporting project time and cost
variances.
* Maintaining professional engineering standards and ethics through the continuing professional
development for the infrastructure planning team.

Organisational Relationships
This role reports to the Manager Infrastructure Strategy and Planning and supervises the Infrastructure Planning team. The
Team Leader Infrastructure Planning liaises with all internal stakeholders, peers in water corporations or local government,
government agencies and members of the public.
Accountability and Extent of Authority
* Accountable to the Manager Infrastructure Strategy and Planning in coordinating the timely, effective
and compliant provision of engineering services for

attainment of objectives independent of direct management supervision.
* Authority delegated under the Water Act 1989 includes, but is not limited to:
o Expenditure in accordance with approved budgets
o Signing and generation of documents
o Management of staff.
* The freedom to act is governed by broad goals, policies and budgets, with periodic reviews to ensure the
delivery of the capital program and adherence to relevant budgets.
* Decisions and actions taken may have a substantial effect on
as the public perception of the Corporation.
Judgement and Decision Making
* Ability to exercise a considerable degree of independence in fulfilling the requirements of the position within the
bounds of corporation policy and procedures.
* Required to use judgement and make decisions to coordinate the delivery of the water and wastewater
infrastructure Capital Program.
* Using appropriate guidelines and procedures, solve problems of a complex nature, decide on alternate options and
provide recommendations.
* At times the Team Leader Infrastructure Planning will be required make instantaneous decisions on issues relevant
to capital projects and the Capital Program. In these instances, a high degree of independence and the ability to
assess several alternative courses of action and recommend a preferred option is expected.
Specialist skills and knowledge
* Knowledge of OHS legislation and procedures.
* Ability to analytically and systematically assess and improve both technical and business operations.
* A sound working knowledge of the high-level principles of the Water Act 1989, Planning and
Environment Act 1987, Occupational Health and Safety Act 2004, Safe Drinking Water Act 2011 and the
Environment Protection Act 2017.
* Demonstrated understanding of engineering standards and regulations.
* Demonstrated understanding of water and wastewater infrastructure requirements and emerging needs.
* Demonstrated experience using a range of project- and program-based IT systems.
* Excellent report writing skills, with the ability to write detailed reports on engineering related matters.

Qualifications and Experience
* Tertiary or postgraduate qualification(s) in Engineering.
* Extensive experience in infrastructure planning.
* Demonstrated experience in program management and project management.
* Eligibility for admission as a member of Engineers Australia or other appropriate professional body.
