Primary objective

This position is the principal costing officer responsible for leading the NT Health clinical costing program and the submission of

the national Hospital Cost Data Collection to the Independent Health and Aged Care Pricing Authority ensuring compliance with

the National Health Reform Agreement and the Australian Public Hospital Patient Costing Standards, Business Rules and

Guidelines.

Context statement

Lead the development and implementation of the NT Health clinical costing program across NT Regional Health Service to inform

the national activity based funding model for hospital services in accordance with Australian Hospital Patient Costing Standards.

Key duties and responsibilities

1. Develop, maintain and reform clinical costing systems and processes in accordance with Australian Hospital Patient Costing

Standards, the National Health Reform Agenda and legislation.

2. Design, implement and evaluate clinical costing models, tools and software to support improved allocative and technical

efficiency across NT Health.

3. Provide timely and accurate analysis of patient level activity, cost and quality data to support the business and strategic needs

of the NT Health and drive enhanced accountability, capability and performance.

4. Provide clinical costing educational resource and tools for clinical, financial and operational stakeholders.

1. Provide high level written and verbal advice through highly developed communication and presentation skills.

2. Follow defined service quality standards, work health and safety policies and procedures relating to the work being undertaken

in order to ensure high quality, safe services and workplaces.

7. Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour.

Selection criteria

Essential

1. Contemporary experience developing and implementing patient level costing systems, structures, algorithms, and case-mix

methodologies.

2. Demonstrated experience in the use of specialised costing software, or similar databases, spreadsheets or statistical programs

to perform patient costing studies, and interpret results to inform efficiency improvement programs.

3. Comprehensive understanding of the role and importance of patient costing in the evaluation of the allocative and technical

efficiency of hospital service delivery and models of care in a health care environment or large dynamic organisation.

4. Demonstrated high level analytical and problem-solving ability with a focus on patient level data to inform strategic decision

making and support efficiency improvement programs.

5. Knowledge of clinical redesign in the context of the National Health Reform Agenda and essential data requirements to support

evidenced based change.

Desirable

1. Significant experience in a health care environment

1. Relevant tertiary qualification in Accounting, Finance, Commerce, Health Information Management or other health related

disciplines.
