The Department of Planning, Housing and Infrastructure (DPHI) are seeking expressions of interest across the NSW Government sector to appoint an Executive Director DCA Technical Advisory as key part of the establishment of the Development Coordination Authority (DCA).
About the Development Coordination Authority
The DCA has been established to strengthen how NSW Government agencies work together within the development assessment system. Acting as a central coordination point for agency advice, the Authority will streamline referral processes, resolve issues earlier and deliver clearer, more consistent input to consent authorities—supporting faster, better-informed planning outcomes across NSW.
Joining the DCA presents a unique opportunity to help shape and embed a new operating model for planning coordination, contributing directly to system reform and the delivery of housing, infrastructure and sustainable communities across the State.
About the Role
As the Executive Director DCA Technical Advisory, you will lead the strategic direction, delivery and continuous improvement of the DCA's technical advisory services across the NSW planning system. Working closely with the Executive Director DCA, you will oversee a multidisciplinary suite of advisory functions that provide coordinated technical input on major development proposals, ensuring high-quality advice that supports timely planning assessments and robust decision-making.
In this key leadership role, you will provide strong direction to a diverse team brought together from across government, inspiring purpose and alignment to the strategic objectives of the newly established DCA.
You will drive the development and implementation of the DCA's technical advisory strategy and operating model, ensuring the service is responsive to evolving planning reforms and sector demand. This includes overseeing the delivery of integrated advice across multiple technical disciplines – including water, transport, environment, hazards and resources – while ensuring consistency, quality and defensibility in the assessments that inform local development, rezoning proposals and State significant projects.
A key focus of the role will be strengthening collaboration across government agencies and local councils to create a more coordinated technical advisory ecosystem for the planning system. Through strategic engagement with senior stakeholders, you will help resolve complex cross-agency issues, influence planning outcomes and work within governance, performance and quality assurance frameworks that enable the DCA to deliver trusted technical advice at scale.
To be successful in this role, you will bring:
* Significant executive leadership experience within planning, infrastructure, environmental or technical advisory environments.
* A strong understanding of the NSW planning and development assessment system and the role of agencies in supporting evidence-based planning decisions.
* Demonstrated experience leading multidisciplinary technical teams and coordinating specialist advice across complex development or infrastructure proposals.
* Proven capability to engage, influence and negotiate with senior government stakeholders, agencies and local councils on complex or contested issues.
* Strong strategic capability, with the ability to drive system improvement, respond to reform agendas and lead organisational change.
