About The Role
This is a Fixed Term Position until 30 June 2026
Location: Hybrid Melbourne/Regional
Reporting to the Director, Flood Recovery Operations, you will be responsible for assisting the administration of the program of work supporting Victoria’s road network recovery from the October 2022 flood and storm event, and other events. The role is also responsible for supporting the Director in supporting state level recovery priorities and managing initiatives This role will work closely with various internal stakeholders and external agencies.
The role will assist the Director in their management of key financial and risk deliverables are managed in line with government and departmental expectations and policies.
Position Outcomes / Accountabilities Summary
* Build and maintain effective relationships with key stakeholders across DTP and other agencies.
* Proactively lead analysis of funded initiatives, understand and respond to critical issues.
* Program administration of the Department’s flood recovery program.
* Assist the Department’s work across the State’s recovery sector, supporting meeting requirements and reporting as required.
* Provide accurate, immediate, and authoritative advice to Transport Services Executive and various stakeholders.
* Assist delivery areas in the development of scoping and delivery documentation to take through the Departments governance and investment lifecycle processes.
* Develop briefings and requests based on a thorough understanding of Transport Services.
* Proactively support emerging priorities with an agility to shift focus to respond to reactive issues and risks to support requirements of management.

Key Selection Criteria
We are seeking a Senior Program Analyst with proven expertise in building strong partnerships and influencing diverse stakeholders. You’ll bring sound program and project management experience, with the ability to oversee, coordinate, and report on programs involving internal teams and external delivery partners.
Your strengths will include tracking program outcomes and providing high-quality financial and performance reporting to inform senior decision-making. You’ll also be a confident communicator, capable of crafting clear, concise briefings and submissions tailored to various audiences, including Ministers and executive leadership.
A strong understanding of government operations and governance frameworks is essential, along with the ability to offer strategic advice that supports departmental initiatives. Knowledge of Victoria’s emergency management arrangements will be highly regarded. Critical to your success will be the ability to identify and manage reputational risks while ensuring alignment with DTP’s strategic objectives.
On a personal level the ideal candidate will be an accomplished team player who is outcomes thinking
Qualifications/ Experience/ Requirements
* Driver’s License
* May involve occasional overnight travel

Desirable
* A relevant tertiary degree in business, engineering or public policy or extensive relevant experience.
* Experience in project management or program management is desirable.
