Description
Bayside Council is seeking Expressions of Interest from qualified and experienced professionals to join its Audit, Risk and Improvement Committee (ARIC) as an independent external member. The ARIC comprises three independent members (including a Chairperson) and one non‐voting Councillor. This opportunity arises due to the completion of a current member's term. The appointment is for up to four years, supporting continuity of independent oversight across Council election cycles.
Committee Members Are Expected To
* Attend and actively participate in ALL ARIC meetings throughout the duration of the contract, working collaboratively to achieve the Committee's objectives.
* Understand relevant legislative and regulatory requirements.
* Dedicate time at least 1 week advance of committee meetings to review business papers and meeting agendas.
* Provide well‐considered, evidence‐based advice and recommendations.
* Communicate effectively and demonstrate the ability to understand complex matters.
* Comply with the Committee Terms of Reference.
These responsibilities are further defined in the ARIC Terms of Reference and section 428A of the Local Government Act 1993.
About You
Independent members of the ARIC are required to sustain independence to ensure there is no bias or conflicts of interest that may interfere with their ability to act independently and provide Council with robust, objective, and unbiased advice.
You Must Demonstrate
* Ability to read and understand financial statements and ethical requirements of government (including potential conflicts of interest)
* Functional knowledge in areas such as risk management, performance management, human resources management, internal and external auditing, financial reporting, accounting, management control frameworks, internal financial controls, governance (including planning, reporting and oversight), or business operations
* Capacity to form independent judgments and willingness to constructively challenge/question management practices and information
* Professional, ethical approach to the exercise of duties and capacity to devote the necessary time and effort to responsibilities of an independent member of an audit, risk and improvement committee
* Preparedness to undertake any training on the operation of audit, risk and improvement committees recommended by the chairperson based on assessment of skills, knowledge and experience of the member
* Strong professional background in risk management, performance management, human resources management, internal and external auditing, management control frameworks, finance, accounting and governance
