This position directly contributes in the provision of an effectively run waste
management facility to service the community. To work within and contribute to a
multi-skilled team that promotes council’s service image by providing courteous,
responsive and effective customer service.**

**Key Internal Relationships**:Other waste resource management staff,
mechanical services & administration
**Key External Relationships**:Blue Mountains residents/customers &
commercial users of the facility
**SPECIFIC RESPONSIBILITIES**
1. To work within and contribute to a multi-skilled team environment
2. Operate relevant machinery to effectively undertake the day to day operations of
the transfer station. This machinery includes, but is not limited to:
- Truck & Trailer combination
- Hook Lift Truck
- Wheel Loader
- Forklift
- Excavator (Both Tracked & Wheeled)
- Material Handler
- Tracked Loader
- Waste Compactor
- Bailer
- Polystyrene recycling
3. Ability to operate computerized weighbridge, issue receipts, handle monies and
complete associated reconciliations when required;
4. Manage vehicle movements and traffic flow into and around the Small Vehicle
Area to ensure safe and efficient site operation;
5. Inspect incoming vehicles to ensure that no excluded materials are delivered and
that waste loads are accurately categorized and sent to the most appropriate
unloading area;
6. Identify asbestos containing materials through visual inspection or undertake
asbestos testing with supplied equipment;
7. Undertake relief work where required
8. Assist in the Community Recycling Centre as directed;
9. Monitor and record on the volumes of materials received/stockpiled in the
Recycling, Re-use, E-Waste and Hazardous Waste sheds to ensure productive
recovery of resources;
10. Maintain basic service, contractor attendance and other records as directed
11. Undertake minor maintenance and care of vehicles and equipment;
12. Follow safe operating procedures and report any unsafe plant & equipment or
practices;
13. Provide a high quality customer service that is delivered in accordance with
Council’s customer service objectives;
14. Follow safe operating procedures and report any unsafe plant, equipment or
practices to the Team Leader/Coordinator;
15. Participate in the review of all work procedures as directed and attend toolbox
meetings as required;
**Workplace Health & Safety**
Ensure compliance with WHS obligations and responsibilities as outlined in Councils
policies and procedures and under the relevant WHS legislation. These include but
are not limited to identifying potentially unsafe situations or work practices and
notifying your Supervisor or Manager (or the Health, Safety Manager/Area Safety
Representative); never performing a task that you believe is dangerous or for which
you do not have the experience, or have not received appropriate instructions and
training or where the correct equipment to carry out the task safely is not available;
always work in a safe manner and in accordance with safety instructions, where
applicable; use the work equipment supplied for the job, in accordance with the
manufacturer's instructions), and any personal protective equipment, which the
Council deems necessary and has provided; be safety aware and report any actions
to your line manager which will assist the Council to meet its legal workplace health
and safety obligations.
You have the right to cease or direct cessation of unsafe work. In addition you are
required at all times to comply with Councils Asbestos Management Plan and Policy.
**Compliance & Risk**
Waste Facility Officers are required carry out duties in the workplace in a safe manner,
following procedures and reporting hazards and taking actions to prevent accidents.
Ensure any suspicious material is tested for asbestos and if identified report
immediately to ART and follow relevant SOP’s & SWMS
**SPECIAL CONDITIONS OF EMPLOYMENT
The position is required to work primarily at Katoomba Waste Management Facility
(Woodlands Road Katoomba) or other worksites (Blaxland Resource Recovery &
Waste Management Facility) as required. There is the requirement to work Public
Holidays including Good Friday and Christmas Day.
**COMMUNICATION**
The position is part of a small team where communication and co-operation within
the team is essential to carry out the duties of the position.
**JUDGEMENT & PROBLEM SOLVING**
The position follows set procedures, as set out by the appropriate level of
supervision, and works to an established operational program.

**SKILL, EXPERIENCE, QUALIFICATIONS & BEHAVIOURAL COMPETENCIES**
**ESSENTIAL**
1. Current NSW Class HR Driver’s License / Construction Induction Certificate
2. Current Tickets and experience operating Excavators and Front-End loaders.
