ABOUT THE BRANCH
The COMCAR and Programs Branch is responsible for delivering high quality, secure and confidential car-with-driver, and other ground transport services to high profile clients, such as the Governor-General and Prime Minister (both current and former), parliamentarians, members of the Federal Judiciary and other high office holders. Additionally, the Branch provides secretariat support to the Australian Political Exchange Council and administers two grant programs. COMCAR has a national presence, with a fleet of vehicles and drivers located in each state and territory. It provides ground transport and associated support services to visiting Guests of Government such as Royalty, Heads of State, Heads of Government, and other foreign dignitaries. COMCAR frequently delivers services during major international events, such as the ASEAN (Association of Southeast Asian Nations) Special Summit, Group of Twenty meetings (G20), the Commonwealth Heads of Government Meeting (CHOGM) and other Ministerial forums hosted in Australia.
ABOUT THE OPPORTUNITY As a member of the COMCAR Executive, you will be actively involved in maintaining our operational capability including management of our facilities, contracts, and operations in a 24-hours a day, seven days per week environment which delivers high level, customer focussed car-with-driver service to our clients.
The Director Operational Capability, is required to:

o lead the delivery of facility, procurement, and projects, for COMCAR and programs including develop policy, plans, and reports for COMCAR contract and project programs of work
o communicate with influence with executive and stakeholders to deliver workforce and operational solutions
o engage with change and identify and exploit emerging technical and business opportunities to deliver business now and in the future
o deliver people services for the branch including, recruitment, onboarding, workforce talent and capability frameworks, payroll, and work health and safety
o with the Director Service Delivery, support the day-to-day management of the driving workforce to provide best practice and deliver national consistency

ELIGIBILITY ADVICE & CANDIDATE NOTES
o Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS) unless the Agency Head has agreed otherwise, in writing.
o Successful applicants will be required to undergo the process to obtain and maintain, or continue to hold the required security clearance level for the role as indicated in the downloadable job pack. All Finance staff are required to have a minimum baseline security clearance prior to commencement.
o This role is being advertised as both ongoing and non-ongoing. Roles may be offered as either ongoing or non-ongoing subject to operational requirements. Where a non-ongoing position is offered, the role will be filled for a specified term of up to 12 months. Specified term vacancies may be extended up to a maximum period of 18 months.
