Manager Hazard Preparedness and Response (HPR) National is a role within the Decision Support Services (DSS) Program, under the Community Services Group (CSG), reporting to the General Manager DSS.

DSS supports decision making of the Emergency Management (EM) sector and the Australian community through the interpretation of the Bureaus' climate services, forecasts, warnings and outlooks, and through the analysis of customer needs to inform the future development of our products and services. This is done through the provision of briefings and advice to media and EM sector agencies and through targeted engagement with our customers in the sector.

The Manager HPR National is the Bureau's lead for the EM sector, and manages a section focussed on understanding and meeting EM sector customer needs. Within the section there are three teams:

- A team focused on understanding and articulating the priority needs of the EM sector, through customer intelligence documented by all teams within the Program, and through managing the external committees landscape, including providing secretariat functions for the national Hazard Services Forum (HSF).
- A team focused on understanding EM and community sector user interactions with Bureau products and services, the behaviours prompted by those products and how this should inform product and service design for highest product impact.
- An operational team, providing 7-day a week operational decision support and other services to the National Emergency Management Agency (NEMA) National Situation Room (NSR).

The key duties of the position include:

The responsibilities of the role include but are not limited to:

1. Leading customer engagement with national stakeholders, particularly NEMA.
2. The successful functioning of the HSF as an advisory committee for the Bureau, in support of the Intergovernmental Agreement on the Provision of Bureau of Meteorology Hazards Services to the States and Territories.
3. Managing the flow and analysis of EM sector customer intelligence from other teams within the DSS Program and the emergency management committees landscape through to a nationally consolidated position on EM sector priority needs.
4. Lead a hazard portfolio to drive customer centric product and service improvements for the hazard.
5. Ensuring resilient delivery of high quality, customer focussed and tailored decision support operations to support our partners in NEMA with all aspects of Planning, Preparation, Response and Recovery.
6. Leadership and management of the three HPR National teams and ensuring seamless and coherent connections between your team and the other DSS teams within CSG.
7. Performing as a Bureau spokesperson during high end weather events or as otherwise required.
8. Undertaking extended working hours as directed and reasonable, aligned to operational requirements.
9. Complying with all Bureau work, health and safety policies and procedures, and taking reasonable care for your own health and safety and that of employees, contractors and visitors who may be affected by your conduct.

To be successful in this role, you will display:

- Relevant leadership experience in complex and dynamic operating environments, including experience leading geographically distributed, multidisciplinary teams, and matrix leadership.
- A track record in leading both operational and non-operational teams to deliver customer focused services.
- Demonstrated customer engagement and senior relationship management skills, ideally within the EM sector.
- Demonstrated experience in working within formal committees, including governance and the ability to influence decision-making processes within these committees
- The ability to consolidate customer intelligence into a clearly articulated strategic position
- A demonstrated ability to coach, develop and mentor individuals and teams in understanding and articulating the needs of Bureau customers, partners and stakeholders to ensure the Bureau's offerings for the sector are of the highest value.
- Individual flexibility and sophisticated change leadership skills.
- An enduring and systematic bias to action in support of the Bureau’s Workplace Health Safety and Workplace (WHSE) and diversity and inclusion initiatives.
