Primary objective

Manage a small team to deliver high-quality executive support and administrative services, with primary responsibility for
overseeing ministerial liaison and secretariat functions between the Department and the Northern Territory Parliamentary
offices.

Key duties and responsibilities

1. Manage the agency’s ministerial liaison and secretariat function to ensure a professional, high quality and proactive service to the department’s Executive team, staff and Ministerial Offices.
2. Provide high‑level coordination, advice, quality assurance and timeliness of ministerial and Cabinet correspondence, including Cabinet papers and comments, Legislative Assembly briefings, Ministerial briefs, reports, speeches and ministerial reporting.
3. Provide leadership, advice, guidance and training to department staff on a range of executive government processes.
4. Ensure high quality, effective and efficient delivery of services, including the ongoing evaluation and development of best practice solutions relating to secretariat systems and processes.
5. Support the Director Policy Coordination in coordinating whole‑of‑agency and across government information requests as required.
6. Develop and maintain effective relationships with key internal and external stakeholders.

Selection criteria

Essential

1. Proven experience working in a ministerial liaison unit and in providing efficient support and accurate advice in relation to Executive Government, Cabinet and legislative processes, standards and protocols.
2. Demonstrated ability to anticipate and effectively manage and execute Ministerial and Cabinet related processes, including engagement and coordination between the department, other agencies and the Cabinet Office.
3. High level ability to accurately edit complex briefings, such as ministerial and Cabinet correspondence, responses to Parliamentary questions and speech notes, with a high attention to detail.
4. Highly developed interpersonal, written, and verbal communication skills, negotiation skills, accuracy and attention to detail, and demonstrated experience in analysing and preparing ministerial correspondence, high quality reports and briefings.
5. Experience in dealing with matters of a confidential and sensitive nature, and high‑level of acumen to operate in a policy workplace.
6. Demonstrated ability to work under pressure and adapt to changing priorities in a dynamic government environment.
7. Established leadership capabilities to manage a team and corporate functions to meet organisational needs and expectations.
8. Demonstrated ability to build and maintain effective stakeholder relationships.
9. Willingness to work outside of normal working hours when required.

Desirable

1. Recent relevant tertiary qualifications in a relevant discipline.
