Primary objective
The Senior Planning Officer operates under limited direction to contribute to emergency management planning in the Northern Territory,
managing a small team of planners to deliver high quality planning products and advice. The role will undertake research, develop and
maintain policy doctrine including maintaining regional emergency plans and providing accurate specialist advice to Local and Regional
Controllers, and will work in close collaboration with internal and external agencies.
Key duties and responsibilities
1. Provide guidance on emergency management planning and intelligence standards in accordance with evidence-based knowledge,
research and policy frameworks.
1. Lead and manage the development of evidence-based emergency management plans, at the regional and local level, and hazard
management plans for NT Emergency Service statutory and non-statutory responsibilities.
3. Lead research and intelligence-related projects and analysis involving both technical and non-technical issues for collaborative and
timely completion of projects.
4. Develop and maintain positive and collaborative relationships with internal and external stakeholders so as to be able to effectively
negotiate regarding whole of government (WoG) emergency management policy, framework and procedures at Territory, regional
and local levels.
1. Effectively manage a small team, providing constructive direction/feedback and the timely management of performance issues.
2. Support the Planning Manager in implementing transformational change and business improvement initiatives aligned to the direction
of the agency and ensuring the delivery of a range projects.
Selection criteria
Essential
1. Demonstrated experience working in an emergency management or related environment, with an understanding of contemporary
risk and natural hazard planning principles and frameworks.
2. Highly developed written, oral and interpersonal communication skills, and the ability to achieve outcomes and respond in a positive,
flexible manner in an environment of ongoing change, uncertainty, and pressure.
3. Demonstrated experience in strategic planning activities relevant to emergency and/or natural hazard management
4. Well-developed ability to negotiate, influence, and communicate with a range of diverse stakeholders including people from a diverse
culture.
5. Ability to work effectively in a collaborative and agile team, demonstrating ability to achieve outcomes using problem solving and
influencing skills.
6. Demonstrated initiative and self-motivation with the ability to work independently, as well as part of a team, proven ability to perform
under pressure, meet deadlines and work effectively with minimal supervision.
Desirable
1. Tertiary qualifications in emergency management or a related discipline, or relevant industry experience.
2. Detailed knowledge and understanding of the legislation and policy frameworks applicable to NT emergency management.
3. Level 1 qualifications in the Australasian Inter-service Incident Management System.
