Primary objective
Oversee Family Safety Framework (FSF) operations across the Northern Territory (NT) within the NT Police Force (NTPF) as the operational lead. The FSF
currently operates in seven locations across the NT: Darwin, Katherine, Tennant Creek, Alice Springs, Nhulunbuy, Yuendumu and Wadeye.
Context statement
The FSF is a multi-organisation, action based, integrated service response to victim-survivors experiencing Domestic, Family and Sexual Violence (DFSV).
The FSF aligns with the NT Government's Risk Assessment Management Framework (RAMF) which guides workers across the NT in identifying, assessing
and managing DFSV risk The advertised position will drive the implementation of FSF, enhance coordination across regional FSFs, support quality assurance
and ongoing monitoring, ensure key objectives of the FSF are met and will provide a key interface between government agencies, non-government
organisations and relevant stakeholders. The role will work in partnership with the Department of Children and Families (DCF) who are the policy lead.
Key duties and responsibilities
1. Implement and coordinate FSF processes and operations across the NT, including oversight and support of the FSF Intelligence Support Officers and
ensuring relevant amendments are incorporated into FSF practices.
2. Lead and embed the FSF approach across the agency, government and non-government organisations, in conjunction with interagency governance
and working groups.
3. Provide strategic leadership and direction for interagency operational staff and service providers working with families and individuals who are
experiencing or contributing to DFV.
4. Provide high level advice to senior executives of the NTPF, DCF and the FSF regional teams on issues and trends relating to DFV.
5. Prepare correspondence and reports to delegates as required.
6. Build and maintain relationships and networks to promote and improve service delivery and enhance the profile of and processes relating to the FSF.
7. Demonstrate leadership and the fostering of positive relationships through collaboration with DCF, other government agencies, non-government
organisations and community stakeholders, and active participation in DFV working groups.
8. Provide support and assistance to agencies in resolving issues that act as barriers in the coordination and collaboration of service delivery including
capacity building in other services to improve their understanding and responses to DFV.
9. Enhance coordination across regional Family Safety Meetings (FSM); recording and maintaining contemporary information regarding FSMs.
1. Take responsibility for the collation and submission of FSF data in line with the current FSF Operational Guidelines and FSF Memorandum of
Understanding.
Selection criteria
Essential
1. Excellent communication skills and the proven ability to research and analyse information and prepare written correspondence to high standards.
2. Well-developed conceptual and analytical skills with the ability to interpret and apply legislation where necessary in a multi-disciplinary workforce.
3. High level negotiation and conflict resolution skills with the ability to establish collaborative relationships at all levels to positively influence DFV
practices.
1. Experience and ability in leading and managing a whole-of-agency project and the ability to coordinate stakeholders with diverse interests to achieve
a common goal.
5. Demonstrated experience in planning, problem solving and high level policy development.
6. Demonstrated ability to positively influence and contribute as an effective team member, driving necessary strategy and policy initiatives with sound
coaching, presentations and instructional skills.
Desirable
1. Knowledge of the FSF and how it aligns with the NT DFSV Framework and the Risk Assessment and Management Framework. (RAMF).
2. Experience with case management, planning, developing and implementing consultation processes, process improvement, and capturing relevant
evaluation data, including the ability to analyse, interpret and report on data and trends.
3. Experience in and knowledge of DFV, including informed practice approaches, risk assessments and an understanding of the trends and issues related
to DFV; and the ability to work collaboratively with agencies and organisations to build, develop and improve integrated responses to address DFV.
4. Proficiency (or the ability to become proficient) in the use of NTPF Information systems; SerPro, IJIS, MOVERS, NPRS.
5. Relevant tertiary qualifications in a related field (e.g. business administration, project management, intelligence, social work, human services,
community services) or equivalent experience.
