About the Role

As a Sourcing Manager, you will play a pivotal role in shaping how the organisation procures goods and services across multiple categories. This position is ideal for a commercially astute procurement professional who thrives in a fast‐paced environment, enjoys leading complex sourcing events, and values strong stakeholder partnerships.

Reporting to the Procurement Manager, Sourcing Delivery, you will lead end‐to‐end sourcing activities—from identifying business needs, designing tender strategies, executing procurement events, to finalising contracts that deliver value for money, risk mitigation, and alignment with organisational objectives.

This is an influential role where you'll collaborate cross‐functionally with category managers, contract managers, business stakeholders, and suppliers to drive ethical, strategic, and high‐quality sourcing outcomes.

* Ensure compliance with organisational procedures associated with the sourcing process.
* Developing sourcing options for Delegation of Authority approval in line with relevant Category Management Plans (CMPs).
* Managing conflict of interest and 1st line Probity requirements amongst stakeholder groups across the life of the sourcing event.
* Providing related Procurement Framework and Contract Management Framework guidance to cross-functional stakeholder groups where it relates to the sourcing activities.
* Negotiating with suppliers and internal stakeholders to set and achieve desired sourcing outcomes.
* Engaging stakeholders to devise specifications, KPIs and other instruments to encourage suppliers to prevent, detect and eradicate breaches of ethical standards (Social Procurement outcomes such as SOCI, Modern Slavery, Local Jobs First, Diversity & Inclusion, Gender equality, Tradition Owner engagement)

* Demonstrated experience in contract administration, management, and negotiation.
* Proven ability to run full sourcing and tender processes from scoping through to contract execution.
* Demonstrated experience working with mid-to-senior internal stakeholders and vendors.
* Strong communication and influencing skills to support requirements scoping, negotiations, and decision‐making.
* Experience negotiating with suppliers and internal stakeholders to achieve favourable commercial and risk outcomes.
* Ability to act within delegated authority to secure value-for-money
* Ability to manage conflicts of interest and uphold probity controls during sourcing activities.
* Degree in Supply Chain and Logistics or equivalent with CIPS membership or certification (strongly regarded).
* Knowledge of Victorian Government procurement policies and framework
