We are seeking a Senior Procurement Officer to join our team. The primary purpose of this role is to undertake the procurement activities within the School Cleaning Unit (SCU).
The SCU is part of the Asset Management Division of the Victorian School Building Authority (VSBA) and is responsible for supporting all Victorian Government Schools with the delivery of School Cleaning arrangements.
Reporting to the Manager of the School Cleaning Unit and as a senior member of the team, you will provide strategic, tactical and governance support to procurement operations staff. This may include direct leadership of a team where you will be expected to lead, inspire and increase the capability of the team members in facilitating and developing procurement practice and data analytics.
The Senior Procurement Officer responsibilities include but not limited to:
1. Facilitate the end-to-end procurement across identified goods and services categories to ensure that optimum procurement outcomes are achieved.
2. Lead whole of Victorian government sourcing projects including requirements gathering, business case development, tender preparation, evaluation, and participate in supplier negotiation and implementation whilst collaboratively engaging with key stakeholders to deliver effective procurement outcomes.
3. Effectively apply government procurement policies and legislative requirements to develop and implement category management strategies that deliver value for money outcomes including probity and transparency as well as the application of Victoria's Social Procurement Framework.
4. Develop effective and collaborative relationships with a broad range of internal and external stakeholders including senior management, departmental colleagues, Chief Procurement Officers and other key staff from government departments, suppliers and industry bodies.
5. Support the planning, development and implementation of systems, tools, analytics and reporting to facilitate the delivery of best practice procurement outcomes.
To be considered for this role, you must demonstrate the following:
6. Recognised procurement professional with extensive experience in managing the end-to-end sourcing and contract management process, developing and implementing effective category strategies and lead or participate in complex negotiations to drive effective procurement outcomes.
7. Strong verbal and written communication skills with proven ability engage with a diverse range of stakeholders and build collaborative and effective relationships to deliver outstanding procurement outcomes.
8. Demonstrated knowledge of the application of procurement systems, tools and data analytics to support decision making, manage risk and maximise value for money outcomes.
9. High level analytical and conceptual skills with the ability to deliver innovative solutions to resolve complex problems.
10. An appropriate tertiary qualification in related discipline, and/or significant experience in a similar role would be highly regarded. In addition, strong knowledge of Victorian Government procurement policies will be highly regarded.
This is a fixed term position to 30/6/2025.
