We deliver biosecurity and import food regulatory activities to ensure goods, conveyances, travellers and mail meet Australia's import requirements.
We are responsible for operational policy and front-line regulatory control settings to manage biosecurity and imported food risk, through the delivery of screening, assessment and inspection activities, and stakeholder engagement and client contact services.
Cargo Operations South and Detector Dogs Branch delivers regulatory assessment and inspections of goods across the biosecurity continuum (offshore, at the border and onshore) to verify compliance with Australia's biosecurity and imported food requirements and has a presence in Victoria and Tasmania.
The branch is also responsible for national delivery of client contact services, along with biosecurity detector dog program policy, training, and operations.
The Job
The role of a manager in the Cargo Operations Business Management is to support the achievement of operational outcomes in line with the department's corporate plan and the Biosecurity Operations Division business plan.
You will lead and undertake procurement processes, contract management, and related administration activities for the Cargo Operations pathway, working in COBM's Cargo People team and working closely with COBM's Budget Management team.
As the Business Support Manager, you will:
The main duties of the role may include, but are not limited to:
coordinating and managing end-to-end procurement processes, including preparation of approach to market documents, evaluation plans, spending proposals, and contracts (including contract variations as required)
managing contracts, including ensuring that contract conditions are understood by relevant parties
maintaining accurate records in departmental systems, and coordinating procurement audits, data analysis and reporting
contributing to procurement capability development across the team
gathering and investigating information from diverse sources contributing to the development of a range of complex written products (but not limited to) briefs, reports and emails.
collaborating, developing and maintaining strong relationships with a variety of internal and external stakeholders ensuring business needs are met
ensuring compliance with legislative, financial and administrative frameworks, in particular the Commonwealth Procurement Rules and Public Governance, Performance and Accountability Act ****.
leading and managing the performance of a small geographically dispersed team
supporting the Assistant Director and Director in identifying potential risks, maintaining instructional material and driving continuous improvement activities to support COBM
supporting the wider COBM team functions by undertaking additional tasks and responsibilities when required.

The merit pool established through this selection process, which is valid for a period of eighteen months from the date the vacancy was advertised in the Public Service Gazette, may also be used to fill future ongoing vacancies in the branch where the duties are of a similar nature.

What we are looking for
Knowledge and experience
The successful applicants should be able to demonstrate the following knowledge or experience:
demonstrated experience working in a procurement function with Commonwealth procurement practices and contract management or a business-related field
experience in leading, managing and supporting staff (in person and virtually) to deliver required work outputs to expected standards and timeframes
experience in making decisions based on sound subject matter knowledge and professional judgement
knowledge of government panels, contracting platforms, and procurement frameworks
experience with Commonwealth procurement practices (desirable)
experience using the Technology One Enterprise Suite (desirable).
