Senior Policy Officer Salary: $113,022 - $136,747 ( Plus Superannuation) Fixed-Term position until 30 June 2026 Usual hours of work: Full time (flexibility may be available) Usual work location: Level 5, 121 Exhibition Street, Melbourne VIC 3000 (flexibility may be available) The Role As a Senior Policy Officer, you will be part of the Migration Policy and Projects team and will develop high level policy advice, lead key skilled migration program policy projects, and undertake analysis of current and potential government policy to support the state's economic development agenda and advocacy to the Commonwealth Government. They will lead consultations with industry and government stakeholders on various aspects of migration policy and program development. Knowledge of the Australian migration system and labour market is desirable.You will work as a member of a dynamic, multi-skilled team, enjoy flexible working arrangements and undertake a wide variety of work. Key accountabilities include : Lead policy projects for the branch, including managing project resources, risks, timelines and deliverables. Prepare high-level briefings, research papers and correspondence for and on behalf of the Minister and Executive management, and high-quality business intelligence and evidence-based advice to senior management and government on policy, program and legislative issues relating to global talent and skilled and business migration. Establish networks, consult with and build support among key stakeholders for policy objectives, including working across DJPR, Victorian and Commonwealth agencies, industry and wider communities. Identify emerging issues and trends relevant to Victoria's global skills and migrant attraction priorities to support talent attraction and retention. Engage and manage professional service providers, contracts and other engagements to deliver projects and services. Manage staff, with support from the Manager, Migration Policy and Projects, to deliver policies and projects for the Policy and Projects Unit. The Team The position of Senior Policy Officer will work within Skilled and Business Migration Program branch, which sits within Industry, Trade and Investment (ITI) group. The Industry, Trade and Investment group works closely with businesses locally and globally to grow Victorian jobs, drive innovation and increase Victoria's international competitiveness. ITI champions Victoria as a destination of choice for trade and international investment, international education and innovation. ITI harnesses specialist knowledge of key industries and global markets to develop Victoria's priority sectors, boost trade activities, enhance productivity and contribute to economic growth. The Group does this by: forming trust based relationships with businesses – from global enterprises to small businesses and startups; connecting the state to global opportunities, including through the Victorian Government Trade and Investment (VGTI) network; facilitating new investment and business expansion: supporting agencies, regulators and statutory authorities to meet all required approval deadlines for projects of state significant; developing and attracting world class talent; supporting key industry and manufacturing capabilities; supporting Victorian businesses to excel in global markets; strengthening the State's digital ecosystem and its linkages with industry; accelerating the growth and impact of Victoria's research translation and commercialisation capabilities; and advocating for a competitive, fair and inclusive business environment.\ About You To be successful in this role you will have the following skills and experience: Demonstrated experience in designing and leading effective policy projects and programs across government. This includes excellent strategy, project and contract management skills, and the ability to identify and report on risks and issues. Experience in providing authoritative, high-quality advice, including working to tight timeframes, on public policy in a sensitive and complex environment. Highly developed analytical and conceptual skills, including demonstrated ability to quickly assimilate new concepts and information and deliver innovative solutions to policy and program issues. High level written and verbal communication skills and demonstrated ability to successfully liaise and negotiate with industry and/or government stakeholders to address key policy challenges. Ability to make decisions based on a consideration of facts and evidence, including relevant legislation, regulations and policies. Experience managing people and resources to deliver policies, programs and projects.
