Primary objective 
Provide high level leadership, program management, coordination and high-level advice to executive, government agencies and 
stakeholders on the Housing Program Office functions across the Southern region. 
Context statement 
This position will undertake a coordinated approach between the Housing Program Office and organisations across the public 
sector, industry and a range of stakeholders to drive the achievement of regional, departmental and government objectives, for the 
Southern region.
Key duties and responsibilities 
1. Provide strategic leadership to the Housing and Land Servicing Southern Region unit to achieve departmental objectives in 
areas of remote and urban housing, contract management and the capital works programs. 
2. Provide high level program management and direction on the remote and urban housing programs including the development 
of policy and strategies to support this program. 
3. Provide effective leadership and resource management along with finance and budget management of the team. 
4. Investigate and advise on contemporary practices and initiatives that would add value to the overall delivery of the housing 
programs. 
5. Engage with a diverse range of housing stakeholders on initiatives as well as supporting the General Manager Regions in taking 
a role in strengthening existing relationships with NT Government, Local Government, Land Councils and Private Sector 
organisations.
6. Ensure the efficient delivery of the Housing and Land Servicing program and maintain best practice standards in all its activities 
so as to safeguard the public and clients.
Selection criteria 
Essential 
1. Experience and ability to oversee a large, complex housing infrastructure program particularly within remote Indigenous 
communities; and within a range of procurement approaches and contract provisions. 
2. Ability to provide high level strategic and operational advice including consideration of any political, social, and organisational 
influences within a regional context. 
3. High level program and project management skills with a demonstrated capacity to manage large, multi-discipline projects and 
significant valued contracts. 
4. Proven contemporary leadership and management skills to engage teams to consider operational cutting-edge solutions, manage 
human resource matters, budget management, performance reporting and business initiatives. 
5. High level collaborative skills with the ability to manage, develop and retain strong professional working relationships with 
external stakeholders including community and industry representatives 
6. Excellent oral, written and negotiation communication skills, and proven ability to prepare high level briefings and reports. 
7. A sound understanding of Government programming, contract management and procurement procedures. 
8. An understanding of Indigenous affairs and culture with the ability to interact effectively with people of diverse cultures, 
including ability and willingness to work in remote communities for short periods, travelling to remote locations via four-wheel 
drive vehicles, light aircraft, or other means.
Desirable 
1. Recognised qualification in Project Management, Business, or other related discipline.
