Are you a strategic thinker with a passion for improving planning services? Do you thrive where statutory planning, customer experience and service design come together? We're looking for someone who can help us shape the future of our statutory planning service. Central Goldfields Shire Council is embarking on an 18-month modernisation program to strengthen how we deliver planning services and prepare for significant reforms to the Victorian planning system. To support this work, we're seeking a Service Design Lead - Statutory Planning to lead a major service improvement initiative with lasting impact across the organisation and within the municipality.
About The Role
The Service Design Lead - Statutory Planning will lead a structured program of work to modernise and strengthen our statutory planning service. The role will ensure the service aligns with contemporary best practice and is well-positioned for upcoming changes in the Victorian planning system.
You will
assess current processes and workflows consult widely with staff, applicants, referral authorities and internal teams benchmark CGSC against high-performing councils deliver a staged roadmap of improvements across workflows, templates, digital enablement, customer tools and change management
You'll also supervise a Project Officer introducing Council's new e-permit system, ensuring it integrates smoothly with redesigned processes and enhances customer experience.
A key outcome of the project is a replicable service design blueprint that will guide future service improvement work and support a culture of continuous improvement across Council.
About You
To succeed in this role, you will bring: - strong experience in statutory planning within a Victorian or similar regulatory environment - demonstrated capability in service design, customer experience, process redesign or system improvement - excellent communication, consultation and stakeholder engagement skills - the ability to provide authoritative advice, translate complex issues and support decision-making - experience leading project-based work and delivering tangible improvements - a collaborative, solutions-focused approach and confidence working across the organisation This role will suit someone who enjoys untangling complexity, can see the big picture, and wants to deliver meaningful, lasting improvements for staff, customers and the community.
