Stronger Communities for Children Program:

The Stronger Communities for Children (SCfC) Program Coordinator will work closely with the Atyenhenge Atherre Aboriginal Corporation (AAAC) management team to progress the implementation of the SCFC program and all related programs. This will involve help with communications, consultations, and engagement between SCFC and other program donors, and the community to make sure the programs are meeting the needs of families and children. The position will require overseeing program management and administration, supporting local governance and community-led initiatives and ensure all activities and subcontractors are following community guidelines and delivering culturally appropriate activities.

Key Functions
* Oversee the set-up, piloting and delivery of SCFC in Ltyentye Apurte
* Implementing, partnering, outsourcing and monitoring activities under the plans, and driving engagement with community, stakeholders and supporting SCFC subcontractors in implementing SCFC activities
* Supporting the governance and capacity of the community’s local SCfC Decision Making Group (DMG), a subcommittee of AAAC Board;
* SCfC compliance and reporting to government;
* Advising the AAAC CEO and board on these and related matters, and hearing their advice;
* Active participation in the AAAC management team including close collaboration with the Community Programs (Purte Warrke-Irreme, Junior Ranger Program, School Holiday Program
* Supervision, mentoring and training of and liaison with local program facilitator staff.
Reporting
* Report to the AAAC CEO
* Report to SCfC Decision Making Group & AAAC Board
* Work in partnership with the AAAC Management Team
Responsibilities

Decision Making Group Governance & Capacity Building:

* The Stronger Communities for Children program is governed by a local committee, the Decision Making Group, a subcommittee of the AAAC Board, governed by its own rules. The SCfC Program Coordinator facilitates DMG membership, meeting attendance and conduct, including of guests, with reference to the DMG rules as necessary;
* Facilitate Decision Making Group meetings; convene/notify, present SCfC activity reports and other information, record minutes and provide copies of the minutes to the CEO for AAAC Board meetings;
* Communicate key DMG decisions and SCfC activities to the AAAC board and the community;
* Help modify the DMG rules and guides if required;
* Facilitate DMG members’ (and relevant local others’) attendance at the annual Knowledge Sharing Seminar of all NT SCfC communities, and other relevant training for DMG members as required and time and resources permit;
* Liaise with Ninti One, the agency supporting SCfC-funded organisations across the NT, to optimise information and support from them for AAAC and the DMG.

Community Plan:

* Work with DMG on community priorities, expectations, strengths, weaknesses and opportunities etc to organise the annual community plan and activities;
* Research suitable activities and their costs to enable the DMG to decide the activities which will form the community plan, including reporting on the effectiveness and costs of activities implemented earlier in Ltyentye Apurte or in other SCfC communities;
* Draft and finalise SCfC community plans and budgets for DMG signatures and submission to the SCfC funding body.

Implementation and Community Engagement:

* Coordinate and trouble-shoot day to day implementation of SCfC activities;
* Source and brief suitable partner agencies for SCfC activities and arrange and manage relationships with them. If necessary, outsource relevant SCfC activities to subcontractor agencies, prioritising indigenous companies if possible Write and if necessary enforce contracts with them, including their reports upon activity completion;
* Monitor activities under SCfC community plans to ensure they meet DMG and community expectations of strong benefits to children, youth and families; wider SCfC imperatives; and reasonable funding body requirements.
* Monitor local community engagement by children and their families in programs and services delivered via the SCfC and other AAAC programs
* Strengthen partnerships with other organisations in the community to ensure the youth programs in Ltyentye Apurte are as collaborative and comprehensive as possible
* Participate in workshops and community meetings as needed
* Collaborate with the AAAC Management team and community service providers to help implement relevant community activities in Ltyentye Apurte, particularly the School Holiday Program together with other stakeholders, and perform some other reasonable duties as requested, This additional work may involve occasional grant application writing.

Compliance:

* Write and submit all SCfC compliance reports to the National Indigenous Australians Agency (NIAA) including: performance reports; working with vulnerable people compliance verification; community plan updates as required; and budgets prepared with the AAAC CEO;
* Meet and discuss SCfC implementation and compliance with NIAA officers as required, including in their site visits to Ltyentye Apurte.

Communications:

* As required, advise the AAAC CEO and board on good community development practice in the context of SCfC in Ltyentye Apurte (and in other communities);
* Liaise with the CEO on any community dynamics, tensions or events that may impact on SCfC activities, DMG meetings and the like.
* Hear and if necessary take board advice on potential SCfC activities and activity subcontractors and potential DMG members.
* Manage local community communications and promote SCfC Activities
* Assist with the preparation and distribution of updates via newsletters, program updates, social media updates and the AAAC Annual Report.
Selection criteria

Essential skills, knowledge and experience:

* Experience working successfully in Aboriginal Communities, ideally remote ones;
* Community Development or youth experience.
* Community development or youth work experience;
* Strong stakeholder engagement experience;
* Ability to communicate effectively with a wide variety of people, including Aboriginal people whose first language may not be English, and the ability to develop strong and trusting relationships
* Demonstrated good interpersonal and communication skills including the ability to develop and maintain program partnerships and strong program participation
* Experience supervising and leading a small team
* Demonstrated project management skills with proven ability to plan and coordinate activities, projects/programs in a complex social environment
* Demonstrated time management and team working skills
* Well-developed ability to write strong, concise reports and other evaluative and compliance material.
* Some knowledge of the culture, history and challenges of Central Australian Aboriginal people, ideally of Arrernte people
* Good computer skills including with Microsoft Office, understanding of social media and ability to undertake internet and other quick research
* Full current drivers licence
* Current Working with Vulnerable People (‘Ochre’) card and police check or an ability to obtain these prior to or shortly after commencement.
Essential qualifications
* Degree in community or international development, youth work, anthropology or another relevant discipline, OR;
* Demonstrably equivalent qualifications and/or experience.

Desirable:

* Some knowledge of the Arrernte language;
* Appropriate level of health and fitness to meet the rigours of remote fieldwork.
