Job summary
The Site Senior HSE Advisor is responsible to assist HSE Manager in the development of our health and safety management system, which mirrors the client (Snowy Hydro) and Principal Contractors’ (Future Generation Joint Venture) requirements, and prepare for internal, AS4801/45001, and Federal Safety Commission, and regular 3rd party audits.
Senior HSE Advisor needs to assist and support HSE manager in development, implementation and promotion of a safe, accident free and healthy work environment for the electrical and mechanical scope at the Snowy construction site, under consideration of relevant regulations, contract requirements, construction schedule and budgetary targets of the project.
Senior HSE Advisor shall work in cooperation with the project team, union crew, sub-contractors and the client Future Gen to identify, control and eliminate HSE issues that may pose a threat to workers, environment or communities.
Key Responsibilities
• Develop, amend/edit, and/or review management plans, procedures, work instructions, safe work method statements, forms, registers, and training packages – and implementation plans for all materials;
• Contribute to the qualitative and quantitative risk management process with specific experience or focus on risk treatment/control implementation;
• Conduct on-site assessments to support the system development and hazard/risk controls;
• Attend safety-in-design meetings to discuss any provisions required for safe manufacturing, delivery,construction, and commissioning of Voith components;
• Assist in the selection/implementations of project HSE software and support systems;
• General HSE admin, record keeping, and reporting, as well as building and maintaining excellent relationships with all stakeholders including client, Safe Work, OFSC, unions, subcontractors, etc.
• Ensure HSE compliance with regulations, contractual requirements (ex. reporting), certifications (ex.ISO-OHSAS and possibly COR) and our HSE Management System;
• Design and implement relevant HSE site specific programs (i.e. Site Safety Management Plan, Safe Job Procedures, Environmental plans, etc.)
• Participate, conduct and report in internal and client HSE meetings including work planning meetings to ensure HSE tasks are prepared in advance (e.g. confined space assessment, platform installation, chemicals use, PPE, ventilation, heavy lifts etc.). Identify bottlenecks proactively and provide solutions.
• Implement and follow KPIs and requirements to keep sites in compliance status for us, client and authorities
• Analyze and provide support to the site on accident investigations, incidents or near misses and deliver strong corrective and preventive actions.
• Drive and track closure of HSE preventive and corrective actions in an efficient and timely manner;
• Evaluate programs, issue recommendations, and implement required changes
• Perform site audits and inspections
• Arrange training when necessary
Qualification and Basic Recruitment:
• Educational background in Health and Safety or related domain (Diploma or higher).
• Certified Industrial Hygienist (CIH) or a Registered Occupational Hygienist (ROH) or a Certified Safety Professional (CRSP) or a Professional Engineer (P. Eng.) would be an asset for this position.
• Previous demonstrated experience in similar HSE position, such as heavy construction projects preferrable in Hydro Power Plant construction projects or in the oil and gas sector
• Strong interpersonal communication and leadership skills - be a leader in HSE culture
• Pragmatic and overall view of HSE being an integral part of a construction project with schedule targets
• Possess a thorough understanding of Australia / New South Wales legislation, including Workplace Relations Management and Heavy Vehicles National Laws and Chain of Responsibility
• Capable of forming working relationship with site management team, client, subcontractors, and union
• Excellent safety and health track record in programs and processes;
• Experience in training and education;
• Ability to work independently and in a team
• Highly developed written and verbal communication skills in English; due to the international team setup additional languages are beneficial
