Primary objective
The Principal Analyst is responsible for delivering high-level economic analysis to inform strategic decisions related to long-term
planning for land development, including informing decisions regarding the timing for investment in land investigations and enabling
infrastructure with respect to Crown land and NT Planning Commission projects.
Context statement
Land Development is responsible for integrated infrastructure planning, securing infrastructure investment, forecasting the timing
and sequencing of land development, and the planning and delivery of enabling infrastructure to support the release and
development of land with respect to Crown land and NT Planning Commission projects.
Key duties and responsibilities
1. Provide high quality research, economic analysis and policy advice to inform land development strategies for the Northern
Territory, and in the preparation of business cases and/or associated studies.
2. Enhance and maintain comprehensive models to forecast land supply and monitor land availability across targeted regions,
including analysis of market data, demographic trends and land supply-demand dynamics
3. Prepare clear data visualisations including charts and/or maps to communicate findings to a range of stakeholders, including
executive and senior management.
4. Evaluate development feasibility and financial viability of proposed Crown land development areas.
1. Manage junior analysts and/or coordinate external consultants to support data collection and analysis.
2. Engage with key stakeholders, including industry, to identify issues of concern, determine priorities and develop evidence-
based policy solutions.
7. Represent the Department on inter-departmental, inter-governmental, industry and stakeholder working groups and
committees at the Territory and national levels.
Selection criteria
Essential
1. Demonstrated commercial acumen and a high level of research, analytical and problem-solving skills, including proficiency in
data analysis tools and economic modelling.
2. Understanding of land development processes and/or property markets and economic impacts, preferably within the Northern
Territory context.
1. High level written communication skills including proven ability to develop complex reports, submissions, briefing materials and
correspondence.
4. High level interpersonal skills including proven experience in developing and fostering networks with key internal and external
stakeholders, and an ability to collaborate and influence effectively across multiple disciplines such as engineering, planning,
finance and legal.
Desirable
1. Tertiary qualifications in Economics, Urban Planning, or a related field.
2. Experience in the use of Geographic Information System (GIS) tools to map and analyse land use patterns.
3. Experience in Estate master development feasibility software or similar.
