Position Objective
The objective of this position is to ensure the efficient management and maintenance of Council facilities, housing
assets, and funeral services. This role provides leadership to staff, oversees day-to-day operations and preventive
maintenance, and supports facility improvement projects. Acting as a key liaison with stakeholders and
contractors, the position promotes safety, compliance, and cost-effective practices while contributing to policy
development and budget planning.
Position Responsibilities

Leadership
• Provide leadership and guidance to staff, including setting performance
expectations, fostering a positive work environment and promoting
teamwork and collaboration amongst team members.
* Proactively engage with the team members in their work environment
through establishment regular toolbox talks to discuss work progress and
encourage open communication to address concerns and identify
opportunities for continuous improvement as a team.
Facility Maintenance and
Planning
* Oversee the maintenance and repair programs for all Council facilities,
ensuring that preventive maintenance tasks are performed regularly,
equipment is well-maintained, and repairs are carried out promptly and
efficiently.
* In direct liaison with the Manager of Community Facilities, coordinate and
manage the day-to-day operations of facilities, including scheduling and
coordinating maintenance activities, managing work orders, and ensuring
timely response to facility-related issues.
* Maintain accurate records, including maintenance logs, service contracts,
and other relevant documentation, ensuring they are up-to-date and easily
accessible.
* Assist in planning and coordinating facility improvement projects,
renovations, or relocations.
Funeral Services
• Oversee the delivery of funeral services, providing support as needed to
ensure quality and compliance.
* Act as the primary facilitator for funeral services in the absence of the
Business Support Officer – Funerals and Bookings.
Council Housing
• Liaise with property management companies regarding tenant
accommodation arrangements.
* Liaise with property management companies to ensure Council housing
assets are maintained to required standards and that all maintenance
activities are delivered within approved budgets.
Stakeholder Engagement
• Identify the key stakeholders relevant to the facility, such as building
occupants, employees, department heads, senior management, community
groups or members, contractors, and regulatory agencies.
* Develop effective communication channels to keep stakeholders informed
about facility updates, changes, and ongoing maintenance activities.
Financial Management
• Assist in the development and management of the facilities budget,
monitoring expenses, and identifying cost-saving opportunities.
* Contribute to the development of the annual budgets for public facilities
and horticulture and town services, considering building and housing
maintenance needs from asset maintenance plans.
* Work with the Council's Grants Officer to investigate opportunities for
funding to secure additional financial assistance for public facilities,
maintenance works and operations.
Policy Development
• Contribute to the development of polices and oversee the implementation
of such policies and procedure for areas of accountability.
Health and Safety
• Set a positive example by prioritising safety, promoting a proactive
approach to identifying and addressing safety hazards and risk, including
ensuring there are effective communication channels for discussing safety-
related matters.
* Fulfil all responsibilities, duties and due diligence requirements under the
Queensland Work, Health & Safety legislation and Council's relevant safe
work instructions, policies and procedures.

• Other such relevant duties as required from time to time would generally
fall within the scope of this position as directed by your accountable
Supervisor, Manager, Director or the Chief Executive Officer.

Extent of Authority
This position exercises a degree of autonomy and works under general direction with the freedom to act within
established policies and practices. The position must understand that their powers are limited to their delegated
authority and know and comply with any authority/obligation that comes with their powers. The position adheres
to established work practices, however they may be required to exercise initiative and judgement where practices
and direction are not clearly defined.

Essential Experience/Qualifications
* Current Unrestricted "C" Class Drivers Licence.
* General Construction Induction Card (White Card)
Desirable Experience/Qualifications
• Experience in building and property management, facilities management and/or project management.

Financial Delegation
A financial delegation of $75,000.00 is assigned to this position. Please refer to Council's Procurement
Management Directive for details of Councils guidelines as per Local Government Act and Regulation. Legislative
Sub-Delegations and Authorisations may also be applicable to this position and are detailed in the external public
registers. Both registers are available on Council's Electronic Document Management System.
Inherent Requirements
These are the essential requirements of this position:
* This role will be subject to work related contact outside of normal business hours, including weekends.
Workplace Health and Safety Obligations
All employees have a legal obligation to comply with regulatory requirements and LRC– SMS (Longreach Regional
Council's - Safety Management System) incorporating WH&S policies, procedures and work instructions. These
are introduced to ensure the health and safety of employees, contractors, visitors, volunteers, the public and the
environment and remain compliant with Industry Benchmark Standards.
The following statements apply to all Managers and Supervisors for the supervision of employees, including
permanent, part-time and casual employees. Your responsibilities include:
1. Setting a good example for staff to follow and encourage a positive attitude to health and safety, ensuring
a safe work environment and safe system of work is provided for all employees, contractors, visitors and
volunteers.
1. Comply with the Health and safety duties and Duty of Care requirements as specified within the Work
Health and Safety Act 2011 Part 2 with particular attention to S19 Primary duty of care for Person Conducting
a Business or Undertaking (PCBU) responsibilities.

3. Adhere to the LRC–SMS by Implementing, maintaining and monitoring the Council's WH&S Management
Plan and completing relevant Monthly Action Plan items within your area of responsibility;
1. Performing all work and associated functions in a safe, efficient and effective manner;
2. Assisting with the development, implementation and monitoring of departmental WH&S policies,
procedures, work instruction and verbal directions within your area of responsibility;
1. Providing information to employees through team meetings, toolbox talks or information sessions in
relation to WH&S;
1. Instigate and supervise the facilitation of hazard inspections, risk assessments, and the implementation of
corrective action to eliminate hazards where practical and / or control risks in the workplace;
1. Ensuring risk assessments are conducted and recorded for all identified hazards, or prior to the
implementation of new work practices, hazardous substances, or plant. Also, as required, assisting or
participating in the carrying out of risk assessments on identified hazards;
1. Ensuring that no hazardous substance is purchased or used without first carrying out a risk assessment
and gaining approval from the authorised person.
1. Identifying employee training needs and ensuring that no employee is required to undertake a task without
first receiving training in the safe method of work, or adequate safety instructions
1. Establishing and maintaining a high standard of housekeeping within your individual work area(s) and
generally within the Longreach Regional Council's area of responsibility;
1. Attending any toolbox, team talks or specific training (e.g. Take 5s etc.) as supplied and required by
Longreach Regional Council;
1. Ensuring all employees under your control are aware of first aid locations, fire protection facilities,
evacuation and other emergency procedures.
1. In liaison with the Workplace Rehabilitation Coordinator, implementing rehabilitation procedures and
facilitating early return to work for injured employees. Also assisting with the identification of positions that
are suitable for rehabilitation placements.
1. Attend WH&S Committee meetings as and when required.
