About the Role

We are seeking a highly motivated Estimating Program Specialist to support the Cost Intelligence Manager in delivering accurate, consistent, and value-driven project estimates across our capital and operational programs. This is a pivotal role for a driven professional with strong coordination, communication, and leadership skills who thrives in a dynamic, team-focused environment.

About the Person

The ideal candidate will possess exceptionalcommunication skills, enabling clear and effective interaction across all levels of the organization and with external stakeholders. They will demonstrate strongcoordination and organizational abilities, ensuring seamless execution of complex tasks and projects.

This role requires aprofessional demeanour, with a commitment to excellence, integrity, and accountability. The successful candidate will be a naturalleader, capable of motivating and guiding teams, fostering collaboration, and driving performance. They should be proactive, adaptable, and confident in making decisions, even under tight deadlines.

Key Responsibilities

* Lead and oversee the coordination of estimating requirements for all project and program works across multiple divisions.
* Allocate and prioritise estimating requests, manage external estimating partners, and facilitate the preparation, review, and finalisation of estimates.
* Organise and lead estimating kick-off, RFI, peer review, and senior management presentation meetings to ensure all stakeholders are informed and engaged throughout the estimating process.
* Assist the Cost Intelligence Manager in the development and delivery of regulatory submissions, such as the ESCOSA submission, by managing inputs and tracking progress
* Ensure all estimating processes comply with SA Water's quality assurance standards, while identifying and implementing opportunities to improve cost estimating
* Represent the Cost Intelligence Manager at internal forums such as Program Advisory Group (PAG) meetings, respond to estimating-related queries, and provide regular reporting on estimating performance and risks.

Your success in this role will come from:

* Tertiary qualifications in management, leadership, business administration or extensive equivalent experience in a similar role.
* Extensive experience managing multiple large, complex estimates within a dynamic, fast-paced environment.
* Superior communication, negotiation, and presentation skills, with the ability to engage effectively with stakeholders at all levels.
* Strong interpersonal skills and a proven ability to work collaboratively across cross-functional teams.
* Demonstrated ability to plan, prioritise and deliver under tight and conflicting deadlines.
* Experience coordinating or contributing to a significant, large-scale regulatory submission (e.g., ESCOSA or similar).
