About Victorian Early Childhood Regulatory Authority (VECRA) The Victorian Early Childhood Regulatory Authority (VECRA) is the statutory authority responsible for regulating early childhood education and care services in Victoria. VECRA works to ensure the safety, wellbeing and development of children through effective regulation, compliance, quality assessment and continuous improvement across the early childhood sector. VECRA plays a critical system management role, providing guidance, oversight and assurance to the sector while supporting high-quality early childhood education outcomes for Victorian children and families. About the Branch The Governance & Corporate Support Branch provides VECRA with essential corporate, governance and business support services. The Branch oversees risk management, performance reporting, finance, human resources, business planning, Freedom of Information, and key compliance projects. It maintains VECRA's governance frameworks, ensures legislative and regulatory obligations are met, and supports organisational capability, workforce planning and culture. About the Role The HR Business Partner provides HR advice and support to senior leaders and managers. This includes recruitment, onboarding, offboarding, and people management matters. The role works closely with the Department of Education's human resources function, which delivers shared human resources services to VECRA. The HR Business Partner supports managers and acts as the primary link between VECRA and the department on human resources matters. The role supports senior leaders and managers to understand and meet their workplace health and safety responsibilities. This includes providing practical guidance on managing health and safety issues, responding to incidents and hazards, supporting early intervention and return to work, and promoting safe and healthy workplaces (occupational health and safety). Advice is provided in line with the Occupational Health and Safety Act 2004 and relevant Victorian public sector policies and guidelines. The HR Business Partner is the first point of contact for stakeholders on general and human resources enquiries. The role contributes to workforce planning and organisational development initiatives and prepares clear, high quality written advice, briefings, and reports. This position requires strong stakeholder management skills, sound judgement, and the ability to provide practical human resources and workplace health and safety advice aligned with VECRA policy and relevant legislation. The role works closely with senior leaders and corporate partners to strengthen organisational performance, culture, and regulatory capability. Key Attributes & Capabilities Successful applicants will demonstrate: * Proven experience providing expert and strategic HR advice in a complex organisation * Strong stakeholder engagement and influencing skills * Excellent written communication and briefing capability * High-level problem-solving and analytical skills * Sound knowledge of human resources policy, employment legislation and industrial relations frameworks * Ability to manage competing priorities and deliver outcomes in a fast-paced regulatory environment Qualifications and Experience * Tertiary qualifications in human resources, industrial relations, business or a related field or equivalent experience is essential * Experience working within a public sector, regulatory or complex governance environment (desirable but no essential) Further Information For more details regarding this position, please see the attached position description for the capabilities to be addressed in the application.
