About AFMA

The Australian Fisheries Management Authority (AFMA) aims to provide ecologically sustainable and economically efficient Commonwealth fisheries, through understanding and monitoring Australia's marine living resources and regulating and monitoring commercial fishing, including domestic licensing and deterrence of illegal foreign fishing.

About the branch

The Fisheries Operations Branch provides high‐level deterrence for illegal, unreported & unregulated fishing activities. It does so by providing leadership, contract and project management and policy development.

About the team

The Intelligence team sits under the National Compliance Operations section in the Fisheries Operations Branch and supports the delivery of three core functions:

* AFMA's National Compliance and Enforcement Program
* AFMA's International Compliance and Engagement Program
* AFMA's capacity building contribution to the Indo‐Pacific Partnership for Maritime Domain Awareness
Responsibilities
* Analyse multiple data and intelligence holdings (including investigation, geospatial, surveillance, catch‐based and open‐source data) to identify information gaps, potential threat drivers and emerging trends and opportunities to Commonwealth fisheries and on the high seas where Australia has an interest.
* Develop and deliver timely strategic and tactical intelligence products and advice to support national and regional fisheries operations and engagement programmes.
* Manage the coordination of intelligence collaboration and dissemination to support domestic and foreign compliance programmes, both within the Australian Fishing Zone and on the high seas where Australia has an interest.
* Represent the agency in domestic and international forums and deliver fisheries and maritime domain awareness intelligence training to counterparts.
* Liaise with domestic and international counterparts in sharing intelligence and planning national and regional fisheries operations to further enhance our abilities to detect and deter illegal, unreported and unregulated fishing.
* Plan, develop and provide input to various operational strategies to mitigate identified risks, and provide strategic and tactical products to support those strategies.
* Develop tools and framework to streamline intelligence processes and functions.
Ideal candidate
* Excellent written and verbal communication skills to foster excellent working relationships with internal and external stakeholders and to develop and produce accurate, evidence‐based tactical and strategic intelligence products, briefs and advice.
* Demonstrated research and critical analysis skills with the ability to interpret and evaluate information from a variety of sources to identify gaps, opportunities and trends.
* Strong judgement and familiarity in utilising and interpreting qualitative and quantitative data.
* Acumen to represent AFMA and Australia domestically and internationally and be culturally sensitive and aware when developing and delivering training and interacting with international counterparts.
* The demonstrated ability to work in a dynamic environment, balance competing priorities and adapt to challenges.
* The ability to collaborate effectively with others and build and maintain team, internal and external relationships.
* The ability to evaluate, build and develop new and existing intelligence tools, processes and functions.
Desirable
* Experience, or an ability to acquire a strong understanding of GIS and business analytics such as Arc Suite, Microsoft Power BI, Oracle Analytics Server, or Cloud (OAS or OAC) or Oracle Business Intelligence Enterprise Edition (OBIEE) software to help visualise data in support of operational and compliance activities.
* Intelligence experience or familiarity with the role of intelligence and related processes and products.
* Qualifications or previous experience as a workplace trainer/assessor.
* An understanding of AFMA's purpose, fisheries management, maritime domain awareness and IUU fishing.
Eligibility
* Australian citizenship.
* Ability to obtain and maintain a Negative Vetting 1 security clearance (and, if required in the future, a Negative Vetting 2 clearance).
* Satisfy the requirements of an Australian Federal Police Check.
* Ability to travel nationally and/or internationally (in some cases for periods of up to 3 weeks).
About the role

Under limited direction, the Senior Intelligence Analyst will support the Manager of the Intelligence Team in delivering intelligence outputs in support of AFMA's compliance and engagement programmes. In addition to meeting the work‐level standards of the position classification, as an APS6 Senior Intelligence Analyst, you will:

* Develop subject‐matter expertise on an intelligence area related to illegal, unreported and unregulated fishing.
* Use existing (and formulate new) analytical tools and techniques to monitor, measure and analyse compliance risks and opportunities within Commonwealth fisheries and on the high seas where Australia has an interest.
* Produce strategic and tactical intelligence products and advice to support national and regional fisheries operations, AFMA's National Compliance and Enforcement Programme and AFMA's International Compliance and Engagement Programme.
* Contribute to the planning and execution of targeted intelligence and operational activities.
* Administer the branch's information disclosures in line with relevant internal policies and legislative obligations.
* Undertake complex qualitative and quantitative analysis, including identifying current gaps in intelligence holdings, emerging trends, network analyses, and targeting opportunities related to IUU fishing in the Australian Fishing Zone and international waters.
* Interrogate agency data holdings and develop ad‐hoc and ongoing summaries, reports and dashboards (using GIS, vessel monitoring systems and business analytics software).
* Draw from across multiple information sources to produce accurate and timely, evidence‐based tactical and strategic intelligence assessments related to IUU fishing that support AFMA's National Compliance and Enforcement Programme and AFMA's International Compliance and Engagement Programme.
* Drive engagement and collaboration with domestic and international fisheries, intelligence and law‐enforcement partners, building upon shared interests and goals to ensure effective information sharing and cooperation.
* Develop and lead delivery of training packages focused on fisheries intelligence and maritime domain awareness to international counterparts as part of AFMA's international capacity‐building efforts.
* Represent the agency and Australia in domestic and international forums.
* Assist with the planning of targeted intelligence and operational field work.
* Assist in balancing team priorities and workload, while also being able to work under limited direction and exercise autonomy and independence when undertaking complex work initiatives.
* Administer incoming internal and external intelligence taskings and disseminate information and intelligence products to counterparts for information sharing and in support of operations.
* Provide fisheries intelligence‐related advice and input to whole‐of‐government threat analyses, AFMA and external agency reports and briefings related to IUU fishing, Australia's maritime domain and international fisheries papers.
* Review current and develop new standard administrative procedures for team functions, including frameworks, governance and tools for streamlining intelligence processes.
* Assist with the planning, execution and reporting of quality assurance reviews and internal audits.
* Assist with mentoring staff in the Fisheries Operations Branch, where required, including providing training and support on intelligence‐based systems and tools.
