DIRECTORATE: Business, Growth & Community CLASSIFICATION: Grade G SALARY: A base salary of $89,734 pa with competency-based increments up to $104,092 pa 12% employer contribution to superannuation REPORTING TO: Organisational Development Lead EMPLOYMENT TYPE: Permanent Full Time THE POSITION: Lead the planning, design, delivery, facilitation, evaluation and continuous improvement of AlburyCity’s learning and development programs. The role is responsible for the annual planning and delivery of corporate, compliance and leadership development programs, ensuring alignment with organisational strategy, workforce capability needs, performance development priorities and legislative requirements. The position partners closely with leaders and employees to build organisational capability, talent and succession pipelines through contemporary learning solutions supported by effective governance and reporting. Responsibilities KEY RESPONSIBILITIES: Proactively partner with business units and leaders to plan, design and deliver corporate, compliance and leadership training that aligns with strategic and operational priorities. Lead the annual corporate and compliance training planning cycle, including needs analysis, prioritisation, scheduling, resourcing and monitoring of delivery. Design, coordinate and facilitate leadership development programs and learning initiatives aligned to organisational strategies and the capability framework. Facilitate training using a range of delivery methods including face-to-face, virtual, blended and digital learning approaches. Design, develop and maintain learning content and materials across multiple formats including presentations, facilitator guides, eLearning, videos and toolkits. Embed the organisational capability framework and Performance Development goal planning into learning pathways, workforce development initiatives, talent development programs and training support activities. Contribute to organisational talent development and succession planning initiatives by identifying critical capability requirements and supporting the development of internal talent pipelines. Partner with leaders and employees to identify capability gaps and recommend learning, talent and development solutions to support performance, engagement, career progression and readiness for future roles. Coordinate and administer the Learning Management System (CHRIS Learn), including setting up online learning, managing SCORM content, scheduling classroom training, maintaining accurate learning records and monitoring mandatory and compliance training completion. Monitor, analyse and report on training participation, compliance, effectiveness, capability uplift and emerging risks to inform decision making and continuous improvement. Design and implement learning evaluation approaches to assess training effectiveness, talent outcomes and business impact. Develop, review and support policies, procedures and guidelines relating to learning, development, talent and capability building. Promote and market learning, development and talent initiatives across the organisation to support engagement, participation and a culture of continuous learning. Work with internal stakeholders, external training providers and vendors to deliver high-quality learning and development solutions. Ensure learning and development programs meet legislative, regulatory, audit and governance requirements. Perform other tasks or duties as directed by the Supervisor which are within the limits of the employee's skill, competence and training Observe requirements of the WHS Legislation, relevant to the job and adhere to AlburyCity Policies and Procedures regarding WHS Observe appropriate AlburyCity Policies and Procedures regarding day to day operations including Equal Employment Opportunity policies, AlburyCity's Dress Code and Standards Policy and AlburyCity's Code of Conduct Qualifications KEY RELATIONSHIPS: Internal Our People Leaders Managers External Professional groups Government agencies and Authorities Training Providers Consultants and Contractors EMPLOYMENT CONDITIONS: Based on a 35 hour week, with actual days and times being Monday to Friday, 8.30am to 5pm, with an RDO in accordance with AlburyCity's RDO guidelines. This position may involve work outside normal working hours. Additional hours over the standard 35 hours will attract a time in lieu arrangement or payment of overtime rates as agreed in advance with your supervisor. This position does not require you to wear a compulsory uniform, however you must follow the dress code requirements within the AlburyCity’s Our People Dress Code Standards. Our People are required to present a smart and professional image to the public at all times including when in public and when working remotely. This position involves working in a predominantly indoor environment and using a computer is considered a core component of the role. There may be occasional visits to other work locations. The position requires an average level of aerobic and physical fitness to undertake occasional physical activities, such as walking and lifting, along with general manual handling tasks as part of a normal working environment. A medical declaration is required for this position. This position is subject to alcohol and other drug testing This position is located at the AlburyCity Administration Building, 553 Kiewa Street, Albury with occasional visits to external sites/depots as required. ESSENTIAL CRITERIA: Tertiary qualification in Human Resources, Organisational Development, Training and Development or related field DESIRABLE CRITERIA: Certificate IV in Training & Assessment Class C (Standard) Driver's Licence. EXPERIENCE: Demonstrated experience in learning and development, organisational development or human resources within a complex organisation. SPECIALIST KNOWLEDGE AND SKILLS: High level knowledge and application of training needs analysis, learning design, facilitation and evaluation. Demonstrated experience in planning and delivering corporate, compliance, leadership and talent development programs. Strong facilitation skills and the ability to engage diverse audiences. Knowledge of learning evaluation methodologies, talent development principles and continuous improvement practices. Proven capability in administering and optimising a Learning Management System, including digital learning and SCORM content. Ability to analyse learning, capability and compliance data and provide meaningful insights and reports. Understanding of capability frameworks, workforce development, performance development and succession planning alignment. Well-developed stakeholder engagement, communication and influencing skills. High level computer literacy including MS Office, LMS platforms and HRIS systems.
