Azooa is currently preparing a response to RFQTS LH-04738 on behalf of the Australian Criminal Intelligence Commission (ACIC). We are inviting Expressions of Interest from experienced Scrum Masters to join a critical national security program as part of the National Criminal Intelligence System (NCIS) delivery team.

📌 Position Details
- Role: Scrum Master (2 positions available)
- Location: ACT – Canberra / Belconnen
- Work Arrangement: Hybrid (Onsite presence required; remote flexibility after 6 months)
- Start Date: 8 December 2025
- Contract Term: 12 months initially, with potential for 2 x 12-month extensions
- Security Clearance: NV1 (Negative Vetting Level 1)
- Seniority Level: APS6 / EL1 equivalent
- Work Hours: Full-time (Monday–Friday), up to 40 hours/week
🧩 About the Program
The National Criminal Intelligence System (NCIS) is a landmark project co-delivered by ACIC and the Department of Home Affairs. It establishes a federated, whole-of-government information-sharing capability across state, territory, and federal jurisdictions, enhancing Australia's ability to combat transnational, serious, and organised crime.
This program is of national significance, and your contribution will directly support secure, streamlined access to real-time criminal intelligence across multiple law enforcement agencies.
🔍 Role Overview
As a Scrum Master within the NCIS team, you will:
- Coach and lead Agile practices across a multidisciplinary delivery team (MDT)
- Facilitate all core Scrum ceremonies, including Sprint Planning, Showcases, Retrospectives, and Inspect & Adapt sessions
- Manage the Sprint backlog and assist in planning realistic sprint scopes aligned with team cadence
- Actively identify and remove delivery impediments to ensure the team remains focused and productive
- Support the Product Owner in managing the product backlog and resolving project-related issues
- Track sprint performance and use metrics (e.g., velocity, capacity, quality) to inform continuous improvement
- Maintain delivery tools including Jira boards, ticket allocation, and Confluence documentation
- Enforce agreed team standards and promote a team-oriented, outcome-driven team culture
- Uphold and promote compliance with APS and ACIC Codes of Conduct
🎯 What We’re Looking For
Essential Criteria:
- 8+ years’ experience in project schedule management, program delivery, or similar roles within Agile environments
- A higher degree and/or industry-recognised qualifications
- Demonstrated ability to support Product Owners, facilitate team collaboration, and resolve project-related disputes
- Strong experience running all Agile ceremonies and capturing data to adjust sprint/release forecasts
- Proactive issue resolution practices embedded within Agile delivery rhythms

- Advanced Jira and Confluence administration skills
- Ability to assess and evaluate delivery risk
- Strong decision-making and stakeholder engagement capabilities

- Familiarity with government project environments and working with cross-agency stakeholders

1. Your qualifications and 8+ years of relevant experience in project/program/schedule management.
2. Your approach to enabling collaboration, resolving disputes, and supporting Product Owners.
3. Your experience in facilitating sprint meetings, capturing empirical data, and using it for forecast adjustment.
4. Your method of resolving issues collaboratively within sprint meetings.
