About the Organisation: This central government agency provides strategic policy advice, coordinates national initiatives, and supports high-level decision-making across government. It plays a key role in shaping and implementing priorities, driving whole-of-government collaboration, and ensuring effective public administration.
About the Role: The organisation is looking for an experienced EL1 Software and Licensing Procurement Manager. This urgent role will focus on establishing internal processes for software procurement and managing the full software asset lifecycle within a Microsoft-based ICT environment.
Level/Classification: EL1 Level
Contract Duration: 13 Months + extensions possible till 2027
Location: Canberra, ACT
Requirements:
* MUST hold an active NV1 security clearance
* Must sign and maintain a Conflict of Interest and/or Confidentiality Agreement
Key Responsibilities:
* End-to-end procurement of software licenses in line with internal policies
* Source quotes, draft value-for-money and procurement risk assessments
* Define software requirements with End Users and technical teams
* Evaluate supplier quotes and conduct detailed EULA and contract reviews
* Manage vendor relationships and provide contract management advice
* Establish and maintain software asset registers and lifecycle plans
* Monitor license usage, provide versioning advice and forecast renewals
* Develop and deliver training, guidance material, and knowledge transfer
* Report on compliance, license allocation and usage trends
* Collaborate with ICT service desk and technical teams for allocation/install
Experience and Skills Required:
* Strong knowledge of Commonwealth procurement legislation and policy
* Proven experience across RFQ, evaluation, risk assessments, and contract formation
* High-level analytical and investigative skills, including advanced Excel
* Strong interpersonal and communication skills for stakeholder engagement
* Experience in software procurement, asset lifecycle, and EULA review
* Ability to provide advice on software renewals, upgrades, and budgeting
* Familiarity with Microsoft enterprise licensing and broader ICT software
* Certificate IV in Government Procurement (Desirable)
