Red Lily Health Board is an Aboriginal Community Controlled Health Service delivering primary health care across West Arnhem Land, supporting communities in Warruwi, Minjilang, Gunbalanya and Jabiru. We are seeking an experienced Human Resource Manager to help shape the next stage of our organisational workforce development as Red Lily continues to grow and strengthen its services across the region.

This role will lead to the continued development of our People & Culture function, supporting the organisation to move toward a more strategic, people-focused approach.

Working closely with the Business Manager and Executive team, the successful candidate will play a key role in implementing Red Lily's Workforce Development Plan, strengthening recruitment and retention practices and developing practical HR systems, policies and tools that support leaders and teams across the organisation.

About the Role

This is a hands-on leadership role responsible for strengthening People & Culture systems across the organisation.

You will:

* Lead the operational development of Red Lily's People & Culture function
* Provide leadership and support to the People & Culture team
* Implement initiatives from the organisation's Workforce Development Plan
* Strengthen recruitment, onboarding and workforce retention practices
* Develop practical HR frameworks including policies, templates and workforce systems
* Support managers to build strong teams and positive workplace culture
* Provide workforce reporting and insights that support organisational decision making

About You

You are an experienced HR or People & Culture professional who enjoys building systems and improving the way organisations support their people.

You will bring:

* Demonstrated experience in HR or People & Culture leadership roles
* Strong knowledge of Australian employment legislation and HR best practice
* Experience developing policies, processes and workforce systems
* Strong communication and stakeholder engagement skills
* A practical, solutions-focused approach to organisational challenges
* Comfort working in a hands-on environment building HR systems, policies and processes rather than operating purely in an advisory or administrative capacity
* Experience working in remote, community-focused or Aboriginal organisations will be highly regarded
