About the Team

External Budgets & Revenue Section

The External Budgets & Revenue Section, part of the Finance & Property Branch in the Corporate Division, leads the Commissions strategic Budget activities and inputs into Budget processes in support of the Commission's financial sustainability.

Comprised of policy and costing professionals, the section works with a variety of stakeholders internal and external to the Commission to develop a deep understanding of the strategic direction and outcomes of the Commission, within the broader context of the APS and aged care sector, and current and future reform activities. The section plays a role in supporting and shaping the development of the Commission's regulatory strategy and activities to achieve its outcome.

This team develops the strategic Budget management items that support the achievement of the Commission and government's long-term outcomes, including developing inputs to Budget items including new policy proposals, managing the Commission's cost recovery arrangements in support of our regulatory strategy and activities, and supporting sustainable long-term financial management through the development and maintenance of enterprise-level costing models.

About the Role

As an Assistant Director within the External Budget and Revenue Team, with the support of subject matter experts, you will play a pivotal role in leading, coordinating, and supporting a complex portfolio of policy development and Budget processes. Your responsibilities will include shaping and managing the Commission's external Budget, including coordinating and contributing to the development of new policy proposals, and overseeing the management and validation of the Commission's Funding, Resource and Charging Models. This position plays an important role in shaping the external Budget strategy, supporting cost recovery policy design, and translating Budget decisions into clear, actionable outcomes so the Commission can operate as a high-performing regulator.

In addition to driving the delivery of strategic projects, you will provide essential support through briefing preparation, model interpretation, and data validation, while maintaining high-level stakeholder engagement to ensure successful implementation across the Commission.

Your work is central to shaping and securing policy and funding outcomes, and ensuring these outcomes are well understood and applied so the Commission can achieve its objectives.

Position Duties

* Contribute to a multifaceted workload, encompassing policy development, research, and the compilation of resource bids for new policy proposals, as well as the interpretation, management, and development of cost and resource models.
* Lead and conduct research while drafting high-level communications, including briefing materials, and addressing complex legal, policy, and procedural issues for varied audiences.
* Lead and coordinate the implementation of the Commission's strategic projects (Funding and Resource Models, Budget and Cost Recovery), including critical internal and external stakeholder and relationship management.
* Analyse and interpret data, including determining what it means in operational terms for the Commission.
* Presenting information and data to internal and external stakeholders to facilitate decision making, collaboration and sharing of information.
* Oversee the management of contracts and external suppliers to support the delivery of Budget and cost recovery projects/outcomes (e.g., model development/refinement and external consultation processes).
* Support the Commission's business and vision and contribute to the section's strategic direction and continuous improvement activities.
* Provide leadership and management to APS6 staff, ensuring effective performance and development.
* Work in a virtual environment in a team that works in office locations across Australia.
* Represent the Commission with credibility and professionalism.
* Adhere to the APS Values and Code of Conduct.

Position Eligibility Requirements (Selection Criteria)

To be successful in this role you will need to demonstrate the following:

* Highly developed verbal and written communication skills and a demonstrated ability to synthesise sometimes complex policy, information or data into presentations or briefs for diverse audiences.
* Sound research, problem solving and analytical skills, including the ability to analyse, model and interpret data.
* High level of organisational and time management skills to plan and deliver identified priorities, including the ability to work effectively without direct supervision while maintaining high standards and accuracy.
* Proven ability to use clear and influential communication and negotiation skills to develop and maintain productive working relationships with internal and external stakeholders to achieve outcomes.
* Proven ability to work independently and take responsibility for managing own performance and that of the team to achieve results.
* Ability to work in a dynamic and fast paced environment with competing priorities.
* Strong capability and provide support to staff dealing with high workloads and internal stakeholder interactions in a changing environment.
* High-level proficiency in the suite of Microsoft Office 365 applications.
* Be willing to obtain and maintain a minimum Baseline Security Clearance.

Position Notes

* Salary offered will be between $122,620 - $139,850 per annum depending on skills and experience. In addition, 15.4% superannuation will be paid.

* Non-ongoing opportunity will be offered for an irregular/intermittent term. Opportunities will be offered for varying periods up to 12 months with the option to extend to a total of 24 months.
