Contracts Officer
Mackay Regional Council is seeking an experienced Contracts Officer to join our Corporate Services – Procurement team. This role plays a critical part in supporting Council operations through effective procurement, tendering and contract management practices.

Reporting to the Strategic Sourcing & Contracts Coordinator, the Contracts Officer works under general direction and is responsible for the front-end functions of the contract management process. You will independently develop and implement procurement strategies and contract management plans, manage tender processes, negotiate contracts, and provide high-level advice to internal stakeholders.
Key Responsibilities
* Collaborate with internal stakeholders to develop comprehensive contract management plans, including scope, timelines and accountabilities
* Develop and implement procurement strategies aligned with Council’s corporate plan and objectives
* Lead end-to-end tender processes, including documentation, evaluation and supplier recommendations
* Negotiate and establish contracts, including renewals, variations, extensions and terminations
* Provide high-level advice on procurement processes and contractor management
* Liaise with internal and external legal counsel on contractual matters
* Identify and manage procurement risks and implement mitigation strategies
* Provide training, guidance and mentoring to staff on procurement systems and processes
* Contribute to continuous improvement initiatives across procurement and contract management
About You
You are an experienced contract management professional with strong interpersonal skills and the ability to manage a high-level workload with minimal supervision. You have a sound understanding of contract law, tendering processes and procurement best practice, and you thrive in a collaborative environment.
Qualifications
Essential
* Certificate III in Business Administration, Finance, Procurement, Contracts or Legal Services (or a lesser qualification with considerable experience)
* Practical experience in contract management or law, including tendering, negotiations and contract administration
* Experience in local government, construction or a related procurement environment
* Strong experience using contract management and financial systems (e.g. SAP, TechOne, CIAnywhere) and Microsoft Office
* Well-developed communication, negotiation and report-writing skills
* Ability to manage competing priorities and meet organisational timeframes
* Queensland “C” Class Driver Licence (or interstate equivalent – transferable within 3 months)
Desirable
* Diploma-level qualification in Business, Finance, Contracts or a related field
* Knowledge of local government purchasing policies and procedures
* Sound negotiation and consultation skills
