Primary objective
Under the direction of the Business Manager, the Manager Finance and Administration is responsible for financial and prisoner monies
management including provision of high quality administrative and business support services to the Alice Springs Correctional Centre and
Barkly Work Camp.
Key duties and responsibilities
1. Manage and ensure that the operation of Alice Springs Correctional Centre and Barkly Work Camp finance and procurement activities
are accurate and efficient including budget control, supplier and contract management, inventory reporting, prisoner purchases, the
Accounts Officers Trust Account and the Prisoner Money Management System.
1. Management, coordination and leadership of the financial and administration services offered by the Business Support Unit, including
staff development and performance management in consultation with key stakeholders.
1. Devise and implement budgetary processes to ensure effective and appropriate financial recording and reporting systems are in place
to control correctional centre's budgets to ensure appropriate management information.
1. Deliver end of period and fiscal reporting, including managing the delegation of tasks in consultation with the Business Manager and
General Manager.
1. Provide training and mentoring of staff across all areas of Alice Springs Correctional Centre and Barkly Work Camp becoming a subject
matter expert in all areas of the general ledger and prisoner monies system.
Selection criteria
Essential
1. High level finance skills including the ability to analyse, interpret and report on complex financial matters.
2. Demonstrated ability to undertake complex financial reconciliations and resolve issues found.
3. Sound working knowledge of accounting and contemporary management practices.
1. Proven ability to interpret and apply legislation and policy to finance functions.
2. Demonstrated leadership skills with the ability to effectively manage and lead a small busy team providing a diverse range of services.
3. Proven skills in the effective use of computerised accounting software, spreadsheets and computer systems in general.
4. Demonstrated high standards of written and oral communication skills, with the ability to explain and present financial information in
a clear and logical manner.
8. Proven capacity to maintain high-level personal performance, resilience and ability to deal with high workloads and competing
priorities to deliver effective outcomes in a timely manner to adapt to meet changing demands and tight deadlines.
Desirable
1. Tertiary qualifications in finance or equivalent relevant experience.
2. Knowledge and understanding of custodial operations in the Northern Territory and understanding of the requirements and
limitations of working within a complex secure environment.
3. Knowledge of accrual accounting, performance reporting and a thorough understanding of strategic and business planning processes
including financial forecasting.
