About the Branch The Corporate Branch is responsible for delivering enabling services that support the effective and efficient operation of the agency and facilitates the agency's compliance with legislation, policies and guidelines as a non-corporate Commonwealth entity. The Branch supports efficient resource management and corporate accountability through functions such as financial management, performance reporting, parliamentary services, procurement, facilities management and human resource management. The branch also complements the scheme-focus of other agency divisions by facilitating strategic communications and client engagement through the agency's website and contact centre. About the Section The Finance Section is led by the Chief Financial Officer, who reports directly to the Chief Operations Officer, Corporate Branch. The section partners with the business to support efficient and effective procurement processes, manage internal and external budgetary requirements, deliver flexible, agile and relevant financial information and advice to stakeholders, and provides products and services including budget management, external budgeting, financial statements, external reporting, monthly reporting, accounts processing, and treasury advice. The priorities of the section actively support the objectives of the 2024-28 Corporate Plan including: A trusted, relevant and expert institution Efficient and effective administration. The section offers a fun and supportive environment, with flexible working arrangements (in accordance with an approved Home-Based Work Application Form). The key duties of the position include The Senior Procurement Officer plays an essential role in the Finance section and broader Agency by partnering with Agency staff to deliver efficient and compliant procurement and contract management activity. Working under limited direction, the Senior Procurement Officer will deliver against this objective through: Monitoring the procurement mailbox and helpdesk including, providing advice and assistance on procurement and contract management activities to business units facilitating the attainment of Commonwealth Procurement Rules (CPRs) compliance and "value for money" in procurement and contracting Where required, partnering with Agency staff to undertake more complex procurement activities and contract management, including preparation of tender, contract and related approval documentation, in accordance with Commonwealth Procurement Rules and internal procedures Developing and implementing procurement and finance policy including developing and maintaining the Procurement Regi (SharePoint) page, and procurement, contract management and finance templates Delivering training including but not limited to, procurement, credit card use and travel management Proactively identifying areas of improvement and capability development for the Agency's Financial Management System, TechnologyOne, including where required, undertaking testing and developing user guides Maintaining procurement, contract and breach registers and undertake procurement related reporting including, but not limited to, AusTender contract notice maintenance, and Senate and Departmental reporting requests Supervising and supporting the development of a small team as required Undertaking other finance duties as required by the Finance section from time to time. Qualifications/Experience The ideal candidate will have: Strong customer and business partnering focus Excellent communication abilities Effective stakeholder relationship and interpersonal skills Proven stakeholder management in procurement, finance, or similar roles Experience in procurement responsibilities Ability to work collaboratively within a team Demonstrate ability to support team objectives. The following are desirable qualities: A high-level working knowledge of the Commonwealth Procurement Rules (CPRs) and how they apply to a Non-Corporate Commonwealth Entity (NCE) Previous experience in finance Experience with using TechnologyOne or a similar financial management system such as SAP or Oracle Training in Commonwealth procurement.
