The Aged Care Quality and Safety Commission (the Commission) was formed on 1 January 2019. We work to improve the lives of older people by maintaining the integrity of the aged care system.

As the single independent regulator of Australian Government aged care services, we offer a variety of interesting and challenging jobs across most capital cities.

It is an exciting time to join the Aged Care Quality and Safety Commission, with major reforms underway to improve aged care in Australia. You will be contributing to our role as the national regulator to safeguard and protect older Australians receiving aged care services.

About the National Case Coordination Section

The National Case Coordination Section facilitates case coordination for high-risk providers, ensuring collaboration across the Commission to achieve optimal regulatory outcomes. The team supports the governance of the Regulatory Operations Division's Heightened Supervision Committee, helping to develop strategies for managing high-risk providers. They coordinate responses to serious emerging risks and complex cases, support proactive engagement strategies to influence provider behaviour, and collect key information to monitor emerging risk and issues. Additionally, the team oversees residential aged care closures and assists in building frameworks for monitoring provider compliance and workforce responsibilities.

About the Roles:

The Systems and Reporting Specialist will lead the design, development and maintenance of data and reporting systems to support the maturity uplift of the Commission's National Case Coordination function. This will include centralised reporting, visualisation and analysis of information from a variety of sources including regulatory activities and outcomes, internal and external stakeholder engagement, open-source information, and information and intelligence from other relevant organisations (such as databases).

The Systems and Reporting Specialist will autonomously ensure the delivery (including coordination) of the technical components of system redesign utilising PowerBI and SharePoint to enhance the Commission's ability to translate tactical case information into operational trend analysis. This analysis will aid the identification of regulatory risks in case management and pinpoint treatments/strategies to enhance the safety and well-being of aged care consumers. This analysis will also be used to inform the development of hypotheses for validation and treatment of identified concerns and facilitate strategic decision-making.

Position Duties:

Duties may include but are not limited to:

* Manage, coordinate and perform the planning and collection/ collation of information; analysis and interpretation of information, data, and intelligence; and successful presentation and communication of this in technical registers and dashboards to meet the intelligence needs of the section.
* Lead development and design of technical systems and reporting products to capture case information and operational trend information and facilitate geographic and thematic mapping.
* Apply advanced technical knowledge to identify, record and analyse information in regard to risk to inform tactical, operational and strategic intelligence.
* Ensure data is correctly cleansed and entered into risk registers so that potential and known risk can be escalated and reported on.
* Perform and analyse data reviews to identify patterns, trends and insights into identified risks with the intention to inform future risk and decision making.
* Develop and maintain strategic stakeholder engagement and coordination to determine business and organisational needs, inform design/delivery of reporting products, and aid identification of technical and systemic gaps.
* Prepare and review high level intelligence reports and briefs that assist in shaping strategic priorities and facilitating decision making.
* Oversee the preparation of other publications, reports, briefings and projects undertaken by the team or branch.
* Coordinate and manage strategic business partnerships in the context of specific projects, in consultation with the Assistant Director and Director.
* Provide leadership and build the capacity of technical staff and contribute to developing and maturing the Commission's regulatory risk assessment and management processes.
Position Eligibility Requirements: (Selection Criteria)

To be successful in this role you will need to demonstrate the following:

* Specialist expertise in the design, development, collation, analysis and reporting functions of PowerBI and SharePoint. Including a track record in using state of the art data visualisation techniques to produce engaging and thought- provoking products.
* Experience analysing and interrogating data to create a strong narrative while at the same time identifying risks and inconsistencies.
* Excellent conceptual thinking, analytical and problem-solving skills, including the ability to understand and clearly communicate complex analytical findings in compelling oral, written and visual formats.
* Strong regulatory risk literacy with an ability to identify risk themes, drivers, controls and treatments at tactical, operational and strategic levels.
* Experience in engaging with stakeholders in relation to difficult and/or sensitive issues and cultivating effective relationships across the Commission and with other agencies.
* Excellent organisational skills and the capability to self-manage multiple competing priorities while working to tight deadlines.
* Excellent written, oral and inter-personal communication skills.
* Data literacy, reporting skills, including high level excel and numeracy skills and quality assurance ability.
Additional Position Requirements:

Specific roles have additional requirements. Requirements include, but are not limited to:

* Understanding of the Australian Aged Care System.
* Experience of working in a regulatory environment.
* Experience in supervising, training and mentoring technical staff in system and reporting functions.
Position Notes:
* Salary offered will be between $118,588 - $135,251 per annum depending on skills and experience. In addition, 15.4% superannuation will be paid.

* Merit Pool may be established through this selection process which may be used to fill this or future similar vacancies.
* Ongoing (permanent) and Non-Ongoing (Temporary) positions may be offered from the merit pool. Non-ongoing opportunities will be offered for a specified term. Opportunities will be offered for varying periods up to 12 months with the possibility of extension to a maximum of 24 months.
