Position Purpose
The position of Human Resources Support Officer will:
provide effective and efficient high-quality recruitment advertising documents
and supporting processes designed to 'get the right people in the right place
at the right time'.
where required, develop, implement and maintain recruitment, establishment
and performance management procedures, guides, resources, and tools
applicable to the support of various elements of the Human Resource
Management lifecycle
exercise tact, discretion and diplomacy through all interpersonal
communications and customer service obligations
assist directors and managers with recruitment, selection, onboarding
processes. This includes assisting in the development of Position Descriptions,
tailoring model contracts, acknowledgments etc.
undertake accurate human resource data and records management including
compiling reports and contributing towards relevant policy development as
required.
provide back up support across the broader range of HR functions as
required.

Confidentiality and improper use of information
All Council documents and information are treated with complete confidentiality. Information
gained during employment with Local Government must not be used to gain advantage, or to
cause detriment to the Local Government.
Continuous quality improvement

Workplace Health and Safety
All employees have a duty under the Workplace Health and Safety Act 2011 Section 28.
Workers and any other person includes Council employees as well as contractors, sub-
contractions, labour hire workers, trainees, apprentices, work experience students,
volunteers and visitors. Workers and any "Other Person" who enters Council workplace must
apply the WHS Duty of reasonable care.
Reasonable care
This includes:
Taking reasonable care for his or her own health and safety
Taking reasonable care that his or her acts or omissions do not adversely affect the
health and safety of other persons
Complying, so far as the worker is reasonably able, with any reasonable instruction
that is given by an authorised officer of Council to allow the person to comply with a
WHS requirement
Cooperating with any reasonable policy or procedure of Council relating to health or
safety at the workplace
Worker Responsibilities include:
1. Attending and participating in pre-start meetings as required, to identify any potential
WHS issues and implementing control options to eliminate or minimise any risks
before commencing work.
1. Inspecting plant and equipment before using it to ensure that it is safe for use.
2. Reporting any defective or damaged plant, tools and equipment to the Supervisor as
required.
1. Taking personal responsibility for the safety of themselves and others that may be
affected by work conducted by themselves as a worker of Council.
1. Complying with any Policies or Procedures and complying with any work directions
and/or instructions that are provided.
1. Monitoring and assessing WHS hazards and risks while conducting any work, and
reporting any issues to the relevant supervisor as required.
1. Consulting with the supervisor and WHS Safety Representative for their designated
work group on any safety issues as required.
1. Monitoring the safety conduct if co-workers including Contractors and reporting any
concerns immediately to the contractor or the Supervisor.
1. Stopping work and notifying the Supervisor if there is imminent risk of injury.

Qualifications/Licences/ Tickets required
Qualifications in Business and/or Human Resources or relevant previous experience
working in a similar roles and environments would be well regarded.
Possess a willingness to learn Human Resource strategies, organisation
development, training, workforce development strategy and practice, payroll,
performance, and related management principles.
Effective project and time management skills would be well regarded.
Possess a current Queensland C-class drivers' licence.
Statement of key responsibilities and duties
This position is responsible for the following areas and includes but is not limited to:
In consultation with Directors and other managers create job descriptors and
advertising packages ensuring they are posted to relevant job boards.
Track closing dates and forward applications to relevant supervisors.
In consultation with supervisors help (when required) with scheduling interviews and
ensure a positive candidate experience.
Ensure recruitment processes conform with Councils mandated Recruitment and
Selection Policy and Procedures and, where possible, conducted within best practice
timeframes.
Following selection of preferred candidate, complete all vetting papers and pre-
employment screening processes.
Facilitate the onboarding and induction process of new employees (ensuring all
mandatory processes, policies and procedures are understood), ensuring local
induction is undertaken in collaboration with the hiring manager.
Provide administration support to the Executive Manager Corporate Services
with accurate records management, filing, online and paper, ensuring confidentiality
and privacy.
Organize, compile and update employee records and documentation when needed.
Organise, accurately file, and update the HR database with relevant information.
Prepare, manage, update and store relevant paperwork required for recruitment,
selection and performance management and related processes and procedures.
Maintain schedule and coordinate calendar activities to ensure a streamlined
approach to end-to-end process of position closing dates, interviews, inductions,
onboarding, exit reports and staff training and development opportunities.

Exercise initiative and judgement when dealing with candidates, staff and relevant
stakeholders.
Promote the image of Council services, portfolios, and facilities in all dealings with the
internal customers and broader community.
Other relevant duties as directed by the position supervisor, that are appropriate to
the position and within the expected capabilities of the position.
Key selection criteria
The applicant's suitability for this role will be assessed against the following competencies:
Selection Criteria 1
Demonstrated knowledge of contemporary Human Resource Management processes
(and/or the ability to acquire such knowledge) and the ability to apply best practice
principles associated with the entire 'Human Resource Management lifecycle'.
Selection Criteria 2
Proven interpersonal skills and a willingness to help people as they navigate through the
recruitment and performance management processes. This includes a general knowledge
of the systems and processes that support employee experience and managerial support
through the entire Human Resource Management lifecycle.
Selection Criteria 3
Well-developed communication skills, both written and verbal with a proven ability to
communicate effectively and tactfully in sometimes very sensitive situations. This
includes the ability to critically analyse information, develop and improve business
processes, through to report, and letter writing, drafting communications and
adapting existing model contracts.
Selection Criteria 4
Demonstrated organisational skills within a busy office environment, providing
complete confidentiality when managing online and paper-based filing systems.
This includes confidence with mainstream office computer programs, email, and
the internet.
Selection Criteria 5
Demonstrated ability to work effectively within a team environment, establish work
priorities and meet deadlines including a sound understanding and commitment to
Equal Opportunity and Workplace, Health and Safety principles and practices. This
may include general knowledge of relevant employment legislation and industrial
instruments applicable to the employment relationship.

Other relevant information
The selected applicant may be required to undertake a pre-employment medical assessment
to prove that they are medically fit to carry out the duties and responsibilities of the
position.
The selected applicant will be subject to a criminal background check by Council.
This position will be subject to a minimum probationary period of three (3) months. The
applicant's employment will undergo a review at the end of the probationary period, and a
recommendation will be made to the Chief Executive Officer regarding permanent
employment in the position.
Whilst employment is in the position described in this document it is understood that
employment is with Winton Shire Council. In the event of organisational change or
restructure, Council may require employees to undertake other roles for which they are
qualified and capable of performing.

Shortlisting and interviews
The Shortlisting of all applicants will be undertaken by a Selection Panel within five (5)
working days after receipt of a completed suitable application. Interviews may be conducted
