About the Role We are seeking an experienced Lead Commercial Manager - Telecom Grants to support the delivery of a major NSW Government grants initiative associated with telecommunications and infrastructure programs. This role will work closely with internal commercial, technical, and project delivery teams to provide strategic commercial and grants expertise across a high-profile funding program. The successful candidate will play a key role in establishing and supporting grant program frameworks, evaluation processes, governance activities, commercial assessments, and strategic procurement support. This position is highly consultative and requires an individual capable of operating independently while partnering with senior stakeholders across government and industry. The role will contribute to the successful implementation of Phase 1 of a broader ongoing grants initiative, with future extension opportunities tied to additional program delivery phases and ongoing advisory support. Position : Lead Commercial Manager (Telecom Grants) – $1,185/day super Location : Sydney – McKell Building, 2-24 Rawson Place Working Hours : 8 hours per day, 40 hours per week Start Date : 01/06/2026 End Date : 30/11/2026 Working Arrangement : Hybrid Working Environment Application Window : 3 days Key Responsibilities Provide commercial leadership and strategic advisory support across government grants and telecommunications infrastructure initiatives with EnergyCo Support the planning, establishment, implementation, and governance of grant program activities Develop and manage grant evaluation methodologies, assessment criteria, reporting frameworks, and funding recommendations Provide expert advice on NSW Government procurement frameworks, grants administration, and commercial governance processes Assist with the assessment and allocation of funding to applicants based on program objectives and evaluation outcomes Collaborate with technical SMEs, project teams, business representatives, and commercial stakeholders to support informed decision-making Identify and manage commercial, procurement, contractual, and operational risks associated with grant delivery activities Support strategic procurement activities related to telecommunications and infrastructure programs Prepare executive reports, briefing papers, commercial recommendations, governance documentation, and stakeholder updates Participate in evaluation panels and contribute to transparent, compliant, and defensible funding decisions Engage with external stakeholders including government agencies, legal advisors, industry representatives, and customers Contribute to long-term improvements and future phases of government grants programs and funding initiatives Ensure all commercial activities align with public sector governance, probity, and compliance obligations Provide practical recommendations regarding evaluation factors including safety, resilience, reliability, coverage, community benefits, and program outcomes Support construction and telecommunications infrastructure-related grant initiatives where applicable About You Demonstrated experience working within NSW Government grants programs, procurement, or commercial management environments Strong understanding of NSW Government procurement frameworks, grants governance, and public sector compliance requirements Telecommunications industry experience is essential Experience supporting infrastructure, construction, utilities, or telecommunications delivery programs highly regarded Proven ability to independently manage strategic commercial activities while engaging collaboratively across multiple stakeholder groups Strong commercial acumen with experience identifying and mitigating procurement and contractual risks Experience contributing to grant planning, funding assessments, evaluation processes, and reporting activities Ability to provide commercially informed recommendations to support joint decision-making processes Excellent stakeholder engagement and communication skills across government, technical, and industry environments Strong written communication skills with experience preparing executive-level reports and briefing documentation Experience working within complex and fast-paced project delivery environments Tertiary qualifications in Business, Commerce, Procurement, Law, Telecommunications, Engineering, or related disciplines highly regarded Professional certifications such as CIPS, CPPP, PRINCE2, or equivalent are advantageous Full Australian working rights are required for this position.
