The Development Infrastructure and Growth team plays a key role in facilitating sustainable development and ensuring high-quality infrastructure for our growing community. You'll contribute to real projects that make a visible impact on how people live, work, and move in the Toowoomba Region.

About the Role

As an Engineer / Technical Officer, you'll carry out technical assessments of development applications, inspections of construction works associated with new developments and plan sealing compliance assessments against development approvals. You'll collaborate with internal stakeholders, developers, and contractors to ensure development standards are met and that infrastructure delivered by the private sector is ready for Council acceptance.

You'll be working in a supportive and professional environment where your expertise and judgment are valued and where no two days are the same.

Key Responsibilities

* Provide expert technical input on all engineering aspects of Operational Works applications and provide compliance assessment of plan sealing applications as part of a multidisciplinary team.
* Contribute to the development assessment process, including:
o Reviewing and checking engineering designs and technical reports
o Coordinate internal referral advice and its integration into Operational Works approvals
* Carry out compliance assessments of developments for plan sealing purposes
* Conduct site inspection of various civil infrastructure such as:
o Pre backfill inspections for stormwater, sewer and water infrastructure.
o Pavement proof rolls.
o Pre pour inspections for footpaths, driveways, headwalls etc.
o On & off maintenance walk over inspections.
* Liaise with Council's other branches for specialist advice related to the inspection and hand over of civil infrastructure as part of an On Maintenance process
* Preparing detailed technical reports and recommendations
* Build strong working relationships with internal and external stakeholders.
* Provide professional, customer-focused service to the development industry on engineering matters.

About You

You're an analytical thinker with sound civil engineering knowledge, attention to detail, and strong communication skills. You enjoy working collaboratively to deliver quality outcomes for the community and are motivated by the opportunity to work on a variety of development projects.

To be successful in this position, you'll have:

* Qualifications:
o A Bachelor Degree in Civil Engineering (or equivalent) recognised by Engineers Australia, or an Associate Degree/Diploma in Civil Engineering or relevant industry experience.
o Membership or eligibility for membership with Engineers Australia.
o A current 'C' Class Driver's Licence.
* Development Assessment Capability:
o Experience assessing development applications and interpreting legislation, planning instruments, and technical standards.
o Ability to carry out a development compliance check against the relevant Development Approvals.
* Technical & Engineering Skills:
o Ability to review and assess engineering plans and reports, and apply best-practice design and construction techniques.
o Carry out site inspections of civil infrastructure.
* Organisational & Team Skills:
o Strong time management and prioritisation skills, with the ability to manage multiple projects and deadlines.
o A commitment to teamwork, continuous improvement, and Council's organisational values.
