Summary
Supervises daily dispatch operations and is responsible for responding appropriately with equipment or personnel to emergency and non‐emergency calls for fire and emergency medical services as well as on‐call department services. Identifies and dispatches appropriate units; complies with USAP policies and procedures to ensure the safety of all public safety responders and the public.
Position Responsibilities
* Responsible for maintaining a safe workplace and ensuring that safety is the highest priority.
* Complies with all Environmental Health & Safety and Quality Assurance requirements and goals, providing documentation to these divisions as necessary.
* Reviews, modifies, and maintains accuracy of pertinent departmental policies and procedures.
* Under the direct supervision of the fire chief, responsible for the supervision and operation of all communications and computer management for the Antarctic Fire Department, including dispatch center, radio stations, computers, printers, copiers, fax machines, pagers, 9‐1‐1 lines, VHF radios, and fire alarm receiving system.
* Provides direct supervision, training, and quality‐assurance feedback to all subordinate communication coordinators (dispatchers).
* Creates and maintains scheduling to provide 24‐hour coverage of the communications center.
* Supervises and performs operator maintenance on all base station, portable and mobile radios, computers, printers, copiers, fax machines and pagers.
* Coordinates, schedules, and monitors technical maintenance of all communication equipment with appropriate technicians.
* Supervises, schedules work and monitors performance of subordinate dispatchers.
* Submits software recommendations.
* Provides support on departmental personnel computer and communications requirements as tasked.
* Handles confidential matters (personnel actions, management reports, etc.) in accordance with management policy.
* Communicates with and monitors emergency service personnel (Fire Fighters, SAR, fire technicians, medical staff, spill response personnel, etc.).
* Answers 9‐1‐1 and other phone lines taking both emergency and non‐emergency calls for service.
* Monitors the automatic fire alarm system and dispatches emergency responders and/or technicians as appropriate; creates corresponding service requests for technicians.
* Answers and routes off‐continent phone calls for work‐related and emergency contact purposes.
* Tracks dispatch‐created service requests for FEMC emergency work‐orders.
* Accurately and efficiently maintains various logs in a variety of formats (including software, Excel spreadsheets, Word documents, PowerPoint, etc.).
* Coordinates international communications and relays information to appropriate agencies, handling sensitive information confidentially.
* Interacts with the National Science Foundation, military, and other agency officials professionally and tactfully.
* Coordinates radio communications during SAR or mass casualty events/drills.
* Notifies communications technicians when equipment malfunctions or failures occur.
* Maintains knowledge of, and tracks, all outdoor recreational travel, including contacting SAR and the SAR Response Team when guidelines dictate.
* Provides near and deep field science team party communication education.
* Maintains communication and information plans for near and deep field science team parties throughout the Austral Summer season.
* Provides communication support to personnel in the field.
* Monitors vehicle travel away from station during winter and win‐fly; initiates SAR procedures as required.
* Works a varied schedule to ensure 24/7 coverage of the communications center, including weekends, nights, and holidays.
* Performs other duties as assigned by the on‐duty Captain.
Required Education, Experience, Certificates and Licenses
* High School diploma or GED
* Minimum of five years diversified experience in dispatch radio operations and communications technology (Fire, EMS, and/or Law Enforcement).
* At least two of the five years' experience must be in a supervisory role, or two years previous experience as a Dispatcher with the Antarctic Fire Department.
* Incident Command System (ICS) 100 and 200 certifications required (training offered through FEMA).
* Must hold a valid emergency dispatcher certification from APCO, NENA, or a state agency, and/or a DoD Telecommunicator I/II certification.
Expected Skills and Competencies
* Computer skills required, including Word, Excel, PowerPoint, and e‐mail applications. Good judgment and exceptional communication skills.
* Ability to independently prioritize requests by level of urgency.
* Ability to work unsupervised and possibly alone during various levels of urgency and call volume.
* Complies with applicable safety, environment, health, and waste‐management policies and procedures.
Physical and/or Other Requirements
* Willingness and ability to deploy to Antarctica for extended periods.
* Successful completion of medical and dental examinations required by the NSF for deployment to Antarctica.
* Successful completion of drug screening and background check required by the employer.
* Successful completion of Federal background check required by the NSF.
* Must be willing and able to lift and move items, parts, assemblies, and equipment up to the safety regulation maximum as required by the position.
* Must be willing and able to perform physical activities including heavy lifting, climbing in and out of equipment, crawling, and working outdoors in extreme cold as required by the position.
* Must participate in community programs, such as "house‐mouse" (chores), "daisy‐picking" (cleaning‐up around the station), recycling efforts & safety objectives.
* Valid driver's license issued in the United States.
* Must be able to obtain and maintain facility credentials/authorization. US citizenship is required for facility credentials/authorization at this work location.
