Who we are
The National Energy Transformation Division (NETD) provides strategic policy advice, economic analysis and a whole-of-system view to support Australia’s energy sector to transition to net zero emissions while maintaining its affordability, security and reliability. We work with state and territory governments to deliver reforms to energy law, markets and systems and provide advice to Energy Ministers on economic trends and policy issues. We support the department’s engagement with energy market bodies, key industry stakeholders and advocates, Snowy Hydro Ltd, Marinus Link, and the Australian Energy Infrastructure Commissioner. We facilitate nationwide emergency preparedness, response and recovery to the disruption of the energy sector and assess and manage international and domestic risks that may impact Australia’s energy security or impede climate action.
The Office of Energy Economics provides advice across the department’s Energy and Climate Change Groups, supporting work to build a more innovative, future ready energy system and support the transition to net zero. Staff in the Branch apply economic frameworks, quantitative skills and behavioural science to inform and influence policy development and government decision-making. Our core work includes economic and quantitative analysis of key energy transition issues (such as data centre growth), analysing and reporting on energy prices, monitoring and tracking progress towards the 82% renewable electricity target, modelling of electricity and gas markets, producing the annual Australian Energy Statistics, improving energy data access and linkages, behavioural analysis, and providing strategic policy advice.
We are seeking to fill multiple positions across the branch. Vacancies may not be available in all teams currently, but this process may be used to fill future vacancies.
Economic and Behavioural Transformation:
The Economic and Behavioural Transformation section leads strategic projects to facilitate Australia’s energy transformation using economic and behavioural analysis to ensure Australians have affordable, clean, equitable, reliable and secure energy.
Energy Statistics and Analysis:
The Energy Statistics and Analysis section aims to help people understand Australia’s energy supply and use. We compile and publish Australia’s official energy statistics and balances, meet Australia’s international energy data reporting obligations, undertake energy market analysis, and provide information, advice and expertise on energy issues and data.
Energy Modelling:
The section is responsible for modelling Australia’s energy systems through to 2050 using standard market tools such as PLEXOS, as well as bespoke models.
Economic Insights:
The Economic Insights section uses economic frameworks to conduct applied energy sector policy research and analysis. This includes monitoring energy markets, working with advanced analytical tools and developing in-house economic analysis on key energy transition issues.
Energy Strategy Office:
The Energy Strategy Office works with expert teams across Energy Group to develop strategic advice on priority issues for Energy Group. The team lead high-impact initiatives that inform government decision-making, support policy innovation, and contribute to the long-term direction of Australia’s energy transition.
The Jobs
We’re looking for Assistant Directors (EL1) to support delivery of one or more of the Office of Energy Economics’ work streams during an exciting time in Australia’s energy transition. Depending on the exact role, you will contribute to:
* collaborating with state and territory governments, energy market bodies, and industry to provide national leadership on emerging opportunities and energy system impacts, including from data centre growth
* conducting economic analysis, and providing insights and foresights on current and emerging energy market dynamics and trends
* providing data and analysis to help people understand Australia's energy supply and energy use
* modelling Australia’s electricity, gas and transport sectors using industry standard and bespoke modelling tools such as PLEXOS
* building and maintaining strong working relationships with stakeholders, both within the department and externally
* providing analytical and strategic advice to inform policy.

What we are looking for
We are looking for enthusiastic problem-solvers with strong quantitative skills to join the team. To be successful in this role you will need to meet the ILS capabilities for an EL1 and you will have the following:
* demonstrated ability to deliver high quality outcomes in a politically sensitive and operationally diverse environment
* demonstrated ability to develop complex policy that requires a detailed analysis of diverse views where there are a range of viable options, and to assess the impact of changes in Government policy
* excellent stakeholder management skills and experience in engaging with internal and external stakeholders at all levels to explore opportunities, solve complex problems, and provide advice to senior management
* excellent leadership skills, a demonstrated strategic perspective and ability to manage competing demands and work to tight deadlines
* ability to communicate clearly and effectively with all audiences, be articulate and persuasive and capable of guiding negotiations to a point of resolution in a facilitative way
* previous experience in applied economics, modelling or data analysis, particularly in the energy sector will be highly considered.
You do not need to be an expert, but depending on the exact role, one or more of the following would be an advantage:
* solid understanding of energy systems, energy markets, or other complex markets
* a good understanding of current economic issues and experience providing economic advice
* experience using R, Python, MS Excel, Power BI or other data analysis tools
* experience with electricity market modelling software, particularly PLEXOS.
Eligibility
* Citizenship - to be eligible for employment with the Department of Climate Change, Energy, the Environment and Water you must be an Australian citizen.
* Security Clearance - this position requires a Baseline Vetting security clearance. You will be required to obtain and maintain a clearance at this level.
* Pre-employment checks - your suitability for employment will be assessed through a pre-employment screening process. This process includes a requirement to undergo and satisfy a National Police Check, referee checks, character clearance and where required a pre-employment medical assessment, specified mandatory qualification(s) validation and a probation period.
