Operations Manager – Peninsula Link

Role Overview
The Operations Manager is a senior leadership role responsible for the safe, efficient and compliant operation of the Peninsula Link freeway and associated assets. The position requires strong operational judgement, strategic awareness and the ability to lead complex functions with minimal oversight. The role also provides senior operational support to the Contract Manager, including taking on delegated responsibilities, contributing to contract-level decision making, and ensuring continuity of leadership during periods of absence or heightened operational demand.
Responsibilities
* Operations & Network Performance
o Manage day‐to‐day operation of Peninsula Link, providing senior operational oversight and escalating issues appropriately in support of the Contract Manager.
o Exercise delegated authority to maintain operational continuity when required.
o Ensure zero harm to road users and workforce, maintaining continuous, safe and efficient operation of lanes at all times.
o Monitor KPI performance and mitigate risk of abatement.
o Lead audits, reporting and continuous improvement processes.
o Coordinate permits and access requests.
o Apply knowledge of traffic management, its implementation and monitoring.
* Incident & Emergency Management
o Act as senior decision maker during major or complex incidents.
o Ensure leadership continuity during critical events or when the Contract Manager is unavailable.
o Set the standard for response to incidents, hazards and unplanned events.
o Oversee incident management and emergency response.
o Coordinate with emergency services and relevant authorities.
o Review and update all incident and emergency management procedures in line with contractual requirements.
* Stakeholder & Community Management
o Represent Peninsula Link in operational forums, briefings and stakeholder meetings when required.
o Maintain strong, senior‐level relationships with key external partners.
o Manage communications during major incidents.
o Act as primary operational interface with client, state (DTP/VIDA), emergency services, local councils, community stakeholders, key freight and transit stakeholders.
* Reporting & Performance Monitoring
o Provide senior insights and recommendations to support contract‐level decision making.
o Contribute to strategic performance discussions and contractual governance.
o Oversee monthly and ad hoc reporting.
o Track KPIs and perform performance analysis.
o Analyze traffic data (volumes, collision trends).
o Update freeway operations manual.
* Team Leadership
o Manage team roster and training for control room operators.
o Instil a culture of accurate and consistent record keeping.
Qualifications
* Minimum of 5 years experience in an operational role, preferably in roads or transport context.
* Minimum 2 years experience in a leadership role with people management.
* Proven work experience in a contract delivery/maintenance environment.
* Experience dealing with multiple external and internal stakeholders and maintaining effective relationships.
* Experience dealing with emergency services in an incident/emergency environment.
* Experience with traffic management requirements.
* Tertiary/Diploma qualifications in a relevant technical or operational field (e.g., Traffic Management Implementer – Motorways and Freeways 3 & Traffic Management Designer 3).
* Ability to manage multiple conflicting requirements, both internal and external.
* Calm and decisive response during major incidents or emergencies.
* Proven ability to manage large data sets and produce concise reports (Excel essential).
* Knowledge of Freeway Control Systems.
* Working knowledge of ITS devices in control rooms.
* Detailed knowledge of Victorian Emergency Management processes and agencies.
